tant relults, and affords the
molf dreary prospects of such
a conflict between the two

haps without a parallel in his
tory. The contending parties
which are advancing against

led by the great genius under

FRANKFORT, Oct. 4.
The French envoy at lleffe
Caffel, who had passed through
Frankfort towards Mayence,
returned on the 3d instant to

ral Court. Since the return of
the Elector of Hefle-Caflel
from the Pruifian cimp at
Naumburg, it is reported, that
he per fids in maintaining an
armed neutrality. Some Prus
sian regiments of cavalry and
infantry, which had paffid
through Caffel, have received
counter orders and returned

nation. Several couriers from

Mr. YVelscher was bom in Fin
gland, and at the commencement
of the revolution was a midship
man in the British Navy but took
advantage of the first opportunity
that presented itself to leave that
service, and join the Americans,
whose cause and principles lie es
poused and advocated with as
much zeal and sincerity as if he
had been born a native, or had
personally felt the oppressions of
the colonial government.
Mr. Wtlscher’s 11 hole life hud
been distinguished by an incor
ruptible integrity, and I.v a strict,
adherence to the principles of
honor truth and candour. Posses
ing a great share of personal firm
ness he expressed his sentiments
with freedom, and supported them
with consistency.-
Mr YVelscher was a patriot tip
on principle, for lie was never
known to relinquish what he
deemed conducive to the public
good, either to gratify the views
and wishes of individuals, or ap
pease the clamors of a misguided
faction. lie always acted from
the dictates of his best Judgement,
arid if that has been found wrong,
it is still a duty to forgive, as c
ve.ll his errors were bottomed on
an honest intention*
Mr. YVelscher, had his frailties
in common with other men but as
a mail, a lawyer, and a politician
he went through uti active ami in
dustrious life usefully to himself,
