The Chancellor f the Exche
quer began by stating, that he
felt a considerable degree of op
pression when he considered the
magnitude and importance of the
subject to which he had then to
call the attention of the commit”
tee; but at the same time he felt
from the greatness and impor
tance of it one consolation, that
it gave him claims to the indul
gence and attention of the Com
mittee—and although it might
he his duty to address them at
considerable length, he trusted
they would give him their pati
ent attention. It would be natu
ral to congratulate the House on
the national prosperity, and in
so doing it would not be neces”
sary to make any idle boast, it
could be easily shewn it rested
on solid foundations, and would
he sufficient to protect and pre
serve the freedom and indepen
dence of tho country. He knew
that it was rather unprecedented
and unusual, to give a detailed
statement of the Supplies, and
of the Ways and Aleans, before
the time when the Loan was to
be contracted for; but he trusted
that lie would be able to convince
tlie Committee of the propriety of
doing so in the present instance.
Without farther preface he
should proceed to state supplies.

The Ways and .Means to meet
these expvnces were fust, the

which, he was happy to say, a 4

culated, and justified him in tak
ing it again this year at 3,500,

that the measure adopted last

He also proposed an issue of ex
chequer bills, to the amount of

state of the market would well

year, was twelve millions, which
the Committee would perceive
was much less than had been
raised j n any preceding year of
war ( he loan of the last rear
was eighteen millions.) This
would give, as the total of th

sary, however, to carry the wy*

ply, as to guard against any pos

He felt that he was addressing
the Committee on an occasion,
wiierc it would not hr sufficient
to take a tin-row and confined
view of the exigencies of the
present moment, and merely oc’
copy himself with providing f o r
them ; but he should take a gen
eral view of the financial situation
ol the country at the present time.
In the actual situation of Europe
while the elements of discord
were abroad, lie hoped the Com
mittee would agree with him,
that it was necessary to look at
the future prospects of tlie coun
try, as well as al its present situ
ation. It was necessary to look
at what has taken place, and what
may be expected in future. It
was impossible to avoid feeling
gratitude for our pus. deliver
ance ; but at the same time ive
must look with wc and caution
