adjourned Mornhv afternoon at five
o’clock, after a very busy session.
Before adjourning the foreman, Mr.
A. H. Hodgson, took occasion to com
pliment tbs members of tbo jury lu

Clarke Superior Court, beg to submit
the following report and recommen
dations:
We bare, aa a body ,and through our
various committees, made a careful
and thorough examination of tbe af
faire of the' county, with tbe following
results:
Ordinary ani^Clerle.
Our committee baa examined tbe
books of the ordinary and clerk of the
Superior Court, and find everything
connected with said office* In excel
lent oonditpn.
We commend these officers
their faithfulness and efficiency.
County Treasurer, Tag Receiver and
Tax Collector.
The committee on tbe books of tbe
tax collector, tax receiver, and connty
treasurer respectfully report as
lows: W* have made the customary
examinations of the books of all tbose
officers and find them correctly kept
The receiver thinks tint real estate
piHt.fsrm lands ail f.tsrned at a lib-
eral valuation, but(tbaTpersonal prop
erty In many Instances la entirely too
low. Tbe collector submits his report
and we have checked his receipts and
disbursements and find them In per
fect balance. We note quite a large

the officer! to whom these papers
have been tamed over to make
strenuous effort to collect at once.
The treasurer's books show a cash
balance of $8888.80 on hand, which Is

Pensions.
We have jnade a careful examina
tion ot tbe Uat ot Confederate veter
ans and tbe widows ot Confederate
veterans—pensioners In tbla county—
and recommend tbat tbs list remain
aa ot record now In the ordinary’s of
fice.
Roads, Bridges, Convicts and 8teck,
Farm and Pauper*.
We have mad* a personal examina
tion—through the committee appoint
ed for tbat purpose—of a number of
main reals; inspected the county
farm, tbe paupers, pauper bouses,
convicts and convict stockade, and
find them all In admirable condition.
We especially commend tbe eommia-
slonera for the excellent eondlton and
cleanliness ot tbe pauper bouses. The
paupers are well cared for and seem
to be contented.
In this connection, w* will say that
the care and consideration shown the
poor of this county at tbe farm Is
such tbat there Is no reason why any
one should be found on the street beg
ging and we unhesitatingly say that
all aucb cases. It worthy, should be at
tb* farm.
This county Is a ploaeer In toe-1
■tiding and the work has been so
gradual tbat we do not believe the av
erage eltlsen has a full conception ot
bow much hae been aocompltahed
along tbla line. Every road ot conse
quent# bat been so thoroughly grad
ed tbat there it scarcely a three per
cent grad* to be found, and most of
these pave-Jjand are In excellent con
dition, except some repair* In macad

to be apeedlly done.
We think tbe road crotting ot tbe
Elberton road on tb* Georgia railroad

point. Both ot these points are with*
la the elty ot Athsee, aad we reoom-
mend tbat If tbe elty will get tb* right
ot way, that tbe county do the neces
sary work.

We have examined the sheriff's sv
ecutlon docket, the sale record, tbe
jail docket and record of jail charges;
all of which we find correctly ana
neatly kept.
It baring been aaked by tbe sheriff
that tbe jail fee* allowed him la this
county be Increased from 40e to 50c
per day, for board ot prisoners, owing
to the advance In price of all food
Stuffs, which bas rendered It almost
Impossible to beep lees than ten pris
oner* without Incurring an actual
lost: we recommend tbat said request
be granted.
We further recommend tbat tbe
governor of this state he requested te
offer a reward of one hundred dollars,
tor tbe arrest and delivery to tbe
sheriff ot tbe ’county ot one Julias
Winfrey (colored), a fugitive from
justice, against whom a bill ot pre
sentment bas been returned by this
body for tbe offense ot murder.
Public BuHdlngi and Jail.
We have Inspected tbe court boose
and county jail and find both to be In
good condition as to repairs and sani
tation, and tbat both are cleanly and
properly cared for.

We have made a careful examina
tion ot the docket* of the Justices ot
the Peace and Notaries Public and
Ex-OlBclo Justices ot tbe Peace, and
find them satisfactorily and correctly
kept

This body jriahgj .to call
to a matter concerning
the state lavra by parties wbo are ar
rested and fined by the city authori
ties. We recognise tbe fact that tbe
law does not demand tbat tbe mayor
or recorder ot tbe cities and towns
shall bind over these breakers of tbe
state laws, but the law states tbat
such mayor or recorder may bind
tbem over to a higher court.
Our attention having been called to
a number of cases wherein tbe mayor
of tbe city of Athens, having imposed
a fine on parties wbo bave broken tbe
city laws, and at tbe same time hav
ing clearly broken the state laws,
such parties bave paid tbe mayor's
fine and In many Instances disap
peared from tbe county, just long
enough to avoid grand Jury proceed
ings.
We therefore suggest and recom
mend that tbe mayors or recorders of
the cities and towns ot Clark* county
be requested in tbelr discretion to
bind over all such case te the state
courts.
We recommend tbat tb* per diem
