State leaders propose
health care program
In an effort to help improve the
quality of life among the
economically disadvantaged in
Georgia, Lieutenant Governor
Pierre Howard and State Senator
Charles Walker are currently
working towards establishing a free
non-emergency health care program
across the state. Known as the
Georgia Partnership for Caring
Project (GPC), the program will
provide health care to those citizens
whose incomes fall under the federal
poverty level and who are not
covered by public or private
insurance programs.
The state's major health care
provider organizations, several
pharmaceutical companies, patient
groups, and local governments have
joined in partnership to institute the
program. The Lt. Governor and
Sen. Walker anticipate full
implementation of the project by
the end of summer and expect to
announce the project's
commencement date during a press
conference in August.
"For thousands of working
Georgia families, finding health
care can be 'Mission Impossible,"
said Lt. Governor Howard. "The
Georgia Partnership for Caring
Project will help 'Mission
Impossible' become 'Mission
Possible."
The GPC will be administered
by the newly-created, not-for-profit
Georgia Partnership for Caring
Foundation, Inc. The Foundation's
Board of Directors will include
representatives from GPC partners
along with private citizens and key
public officials. The Foundation
was created to assist in obtaining
health services for those who are
otherwise unable to obtain care, and
it will serve as a central
coordination point for the
enrollment of health care providers
and the referral of eligible uninsured
individuals to those providers for
non-emergency health care services.
Under the GPC program,
eligible patients will call a toll free
number and will be referred to a
local participating doctor from a
network of volunteer physicians and
dentists who will donate their time.

Gogh and Alice Neel. Nationally
exhibiting artist and teacher Linda
Henneman will show examples of
her own portrait paintings and lead
parents and children in a hands-on
art activity in which family mem

time, the youth will be baking
cookies and other sweets to offer to
the church family following the
Sunday morning worship service on
may 29. Donations will be accepted
in exchange for the baked goods to
help offset expenses for Summer
Camp.

its 100th anniversary in September.

formation on the following former

(1934), J.T. Summerford (1935-

The church will honor high
school graduates at a Baccalaureate
Service and luncheon this Sunday,
The physicians will provide their
services at no charge and may refer
the patients to other participating
providers including hospitals, home
health nurses, and mental health
centers. Several pharmaceutical
companies are expected to donate
their medications to GPC patients
and participating pharmacists will
dispense the products free of charge.
"We are extremely pleased with
the level of interest and support the
Georgia Partnership for Caring
Project is receiving from health care
providers, consumer advocates,
pharmaceutical companies and
business groups across Georgia,"
said Sen. Walker. "This initiative
to provide health care for those who
are falling through the safety net
represents a strong commitment
from all participating organizations
and companies. We are confident
that through working together we
can make a real difference in the
lives of many people."
Health care programs similar to
the Georgia Partnership for Caring
Project have also been established
in Kentucky, South Carolina and
Arkansas and a demonstration
project has been initiated in West
Virginia.
Funding options for the GPC are
currently under consideration and
contributions will be sought from
the private sector and charitable
organizations for operational
expenses. The initial year of the
program will require the investment
of funds to administer and publicize
the program. The staffing will
consist of full-time professionals,
clerical support and individuals to
operate the hotline.
