HOLEY SUN Writer Concern motivates Bo Dorough to seek the Eighth District seat in Congress. "I am concerned about the direc tion of government, the economy and people," said Dorough, a lawyer from Albany. "I will be a zealous representative of the people of the Eighth District," he said. Like many of his opponents, Dorough decided to seek the office when Dr. Roy Rowland decided not to run for re-election. "I have a deep sense of public service," said Dorough, whose un cle served in Congress. "I under stand the legislative process through my education and occupa tion." Dorough said the three most im portant issues facing the district were "proposed challenges to the peanut program, '95 BRAC, and, most importantly, jobs." "The peanut program is the mainstay of the agrarian commu nity of Southwest Georgia," said Dorough. "I would vigorously espouse the value of the subsidy to the people of the United States." Dorough said that he was con vinced that Robins Air Force Base would not be closed by BRAC '95 because "of its strategic and mili tary importance to the overall de fense of the nation." However, he did say that operations and missions at the base could be realigned with other bases, costing jobs at RAFB. "(RAFB) is the largest employer in the district," said Dorough. He added that he would work with community and other officials to convince BRAC '95 that RAFB "should not be placed on the list, and that it is vital to the defense of the nation." "Education and employment are inextricably linked," said Dorough. "You can't talk about one without the other. "Our public school systems should be ever conscious of the de mands of the economy," Dorough said, adding that the United States was no longer an industrial society, even though many blue collar jobs remained. Dorough said the future of American jobs depended on Ameri can workers learning technology. "As trade barriers come down, it will be much easier for Third World countries to usurp many American jobs," said Dorough. "We have to understand, especially in the South, that we can no longer attain jobs with pools of unskilled labor and promises of low wages." Even with the need for better public education, Dorough said that more funding was not necessarily the answer. "We spend more, per capita, on students today than at any time in the past," he said, "and dissatisfaction with the public school systems has never been greater." Dorough also said that he was not for initiatives that took away control of the school systems from local and state officials. "I think ed ucation is best engineered at local first chartered women’s college, Hollins is regarded as a leader in liberal arts education, with nationally acclaimed programs in creative writing and psychology. "I'm wholehearted opposed to further en croachment on the sovereignty of the states and the federal system of government ” The budget deficit is the "single most important challenge that this country faces," said Dorough. While he is against the balanced budget amendment, calling it an "Republican gimmick," he is for a super majority of three-fifths to au thorize deficit spending. The Eighth District includes part of Houston County, including about half of Perry. Perry is split between the Second and Eighth Dis tricts. It was approved as part of the legislative package Poythress asked the Georgia General Assembly to approve earlier this year. “Four years of cumulative inflation had eroded the real economic value of the weekly benefit amount to it’s lowest level since the 1970’5,” Poythress said. “While some people might think SlO a week won’t make much difference, a man who was drawing benefits told me it would pay for enough gas to help someone who’s looking for work get to job interviews.” The increase applies to claims initiated July 1 and afterwards. A second $lO maximum weekly benefit increase will take effect on July 1, will vary among employers, but most will realize a drop of 6.25 percent. The unemployment insurance tax decrease, which was also part of Poythress’ legislative proposals, is the first in Georgia since the 1930’5.
