Federal government sets up DAC areas in the state Governor Zell Miller received notification from Federal Emergency Management Agency (FEMA) Director James Lee Witt today that the 31 counties, included in the Governor’s request for a disaster delcaration on Thursday, have now been approved. FEMA officials in Washington initially included four counties in the disaster declaration: Bibb, Clayton, Dougherty and Sumter. The initial declaration, amended today, now includes 27 additional counties that are eligible for federal disaster assistance. In addition to Bibb, Clayton, Dougherty and Sumter counties, FEMA has designated the following counties to receive federal aid: Butts, Calhoun, Coweta, Crawford, Dooly, Early, Fayette, Fulton, Henry, Houston, Jones, Lamar, Lee, Macon, Meriwether, Monroe, Peach, Pike, Randolph, Spalding, Talbot, Taylor, Terrell, Troup, Twiggs, Upson and Webster. Twelve counties, not included in the federal disaster declaration, remain in the “state of emergency” declaration issued by Governor Miller earlier this week: Baker, Chattahoochee, Clay, Decatur, Harris, Marion, Miller, Muscogee, Quitman, Schley, Seminole and Stewart. These counties will continue to receive assistance from the state in the form of equipment and personnel. Damage assessment teams will also inspect these counties to determine the extent of flood damage. A determination about federal assistance for these counties will be made as soon as the inspections are completed. An open letter to the voters of the Bth Congressional District: The July 19 primary is just around the corner. Hopefully by now you have heard that I am a candidate for Congress for the Bth Congressional District of Georgia. Like many of you, I have witnessed the way that our federal government has continually separated itself from the very people that it serves. Instead of reading about good and wise leaders in Washington D.C., we too often hear of waste, misappropriation and a lack of "common sense" leadership. As much as I want to believe otherwise, the truth is that our country is not well. Sometimes our problems are so many that there seems to be no real hope. But I believe that we are a great nation and that we can overcome our problems if we will only focus on one truth - that our strength as a nation lies in our people and not in a bureaucracy centralized in Washington, D.C. I stand for the proposition that we must return to the notion that government must serve the people instead of the people serving the government. By doing this, I believe that the government will once again become a resource for overcoming our problems rather than a bureaucratic nightmare that more often creates problems. When elected to Congress, I will carry the above beliefs with me to Washington and follow them in serving as your representative to accomplish the following: (1) I will sponsor and/or vote for legislation that addresses the roots of crime. I also believe that it is time we start paying as much attention to the rights of victims as we do the rights of criminals, and that it is time we require, by federal law, the criminals to pay restitution to their victims as a part of their sentences. (2) In the area of your tax money , I believe that our federal government is bloated and inefficient. We don't need new taxes, we need new ideas toward efficiency in our spending and that's something we will never get from the same old political crowd. To that end, it is my intention to introduce legislation called the OMB (Office of Management and Budget) Mandates in Spending Bill. This legislation will directly impact the waste and inefficiency in government spending simply by requiring concrete mandates on how your money is to be spent from the departments and agencies wanting your money before it is allocated by Congress. (3) Finally, as the representative from the Bth Congressional District of Georgia, I will fight to keep our military bases alive, not with backroom deals, but with up-front efficiency. The Base Closing Commission has largely spared Georgia's bases so far because they are among the best, most advanced and most essential in the country. As long as that remains true, it is in the best interest of our country to keep those bases open while others are closed. That's not pork barrel; that's government efficiency and I want to go to Washington to help Sam Nunn with that work. I was brought up to believe that voting is more than a right or privilege; voting is a responsibility. As a citizen, I urge you to be responsible and vote on July 19.
