Paul Kemp accepts appointment
as cadet to Coast Guard Academy
Paul Wayne Kemp, the son of
Mr. and Mrs. Wainwright Kemp
from Perry has accepted an
appointment as a cadet at the United
States Coast Guard Academy.
Kemp is a graduate of Perry
High School and was one of 275
people sworn into the Coast Guard
Academy class of 1998 on July 11.
The appointment represents a
significant accomplishment.
Unlike the other federal service
academies, appointments to the
Coast Guard Academy are given
solely on merit based on a
nationwide competition. This year,
there were over 5,000 applicants
competing for the 275 positions in
the class of 1998.
Cadet Kemp will begin a
rigorous four-year training and
education program at the Coast
Guard Academy in New London,
Connecticut. Developing a future
Coast Guard leader begins with year
round academic, professional, and
military training.
Upon completion of the
program, Cadet Kemp will earn a
bachelor of science degree and a
commission as an Ensign in the U.
S. Coast Guard.
Kemp was a member of the
Georgia 66 ROTC Unit of Perry
High School, where he held
leadership positions of Squadron
Commander and Advisor.
The Cadet is an Eagle Scout, and
received the State of Georgia
Nomination for the 1993 Young
American Medal for Service Award
offered through the Department of
Justice. He was nominated by
Governor Zell Miller. He was also
a 1994 Golden Eagle Nominee for
Citizenship.
Throughout high school, Kemp
was a member of the Perry High
School Band Program. He has since
been selected to be a member of the
U. S. Coast Guard Academyl’s
Corps of Cadets Band Program
which will involve performances
for formal fall reviews and
ceremonies, as well as Connecticut
community concerts and jazz
ensemble spring tours.
Kemp is a member of Shirley
Hills Baptist Church in Warner
Robins.
Academy takes charge
In New London, Connecticut,
on the sloped banks of the Thames
|
river, the United States Coast Guard
Academy continues its mission of
preparing cadets to receive
commissions as Ensigns.
However, the Academy is more
than just a military college; the
Academy also serves as the steward
of a uique aspect of this country’s
rich heritage.
Area Coast Guard units, the
Academy grounds, the Coast Guard
Museum, and the Barque Eagle all
reflect over 200 years of the Coast
Guard’s proud service to the
Country.
Protecting the nation
The birth of the Coast Guard
came with the establishment of the
Revenue Marine Service in 1790 by
President Washington. Ten cutters
were outfitted to protect the revenue
of the new nation from maritime
threats.
The Revenue Marine Service
was eventually referred to by
Congress as the Revenue Cutter
Service in 1863, that name was
universally accepted sometime
during the 1890’s.
Several other government
agencies with maritime interests
grew alongside the Revenue Cutter
Service. Reorganization of the
government for reasons of economy
brought them together to eventually
form the modem day Coast Guard.
Aspects of Coast Guard
heritage can be traced as far back as
1716 with the establishment of
Boston Light, the root of the
Lighthouse Service, which was

eventually incorporated into the
Coast Guard in 1939.
The Lifesaving Service was
established in 1848 and was joined
with the Revenue Cutter Service to
form the “Coast Guard” in 1915.
The Steam Boat Inspection Service
was formed in 1838 and the Bureau
of Navigation in 1884. These two
agencies would combine in 1932
and eventually be incorporated into
the Coast Guard in 1942.
A long history...
The Academy’s history is also
rich. The present day Coast Guard
Academy began as the School of
Instruction for the Revenue Marine
in 1876.
Nine cadets began their training
aboard the schooner “Dobbin”
which operated out of Fisher Island
near New Bedford, Massachusetts.
The modem day Coast Guard
Academy was bom with the 1915
merger of the Life Saving Service
and Revenue Cutter Service. The
Academy was moved to its present
location in 1932. The barque
“Eagle” was acquired as a war
reparation from Germany in 1947
and continues to be an important
afloat training platform for cadets.
Today’s Coast Guard
Today’s Coast Guard is an
organization with a global reach in
many maritime affairs.
Coast Guard people are
responsible for meeting demands in
thirteen different mission areas.
Aids-to-Navigation, Boating Safety,
Defense Operations, Environmental
Response, Ice Operations, Maritime
Law Enforcement, Marine
Inspection, Marine Licensing,
Marine Science, Port Safety and
Security, Search and Rescue, and
Waterways Management
During an average day in the
Coast Guard the organization will
save 15 lives, assist 330 people,
preserve over 1.5 million dollars in
property, conduct 144 search and
rescue cases, respond to 34 oil or
hazardous chemical spills, conduct
90 port safety checks on large
commercial vessels, inspect 64
commercial vessels, investigate 17
marine accidents, seize 7.7 million
dollars of cocaine and marijuana,
service 150 aids to navigation and
interdict 112 illegal aliens.
