Rosenberg named campaign
chairman for United Way '94
Steve Rosenberg of Rosenberg
Asset Management, has been named
United Way Campaign Chairman
for the Houston County Region.
As Chairman for the 1994 United
Way Campaign, Rosenberg will
oversee all fundraising activities
including the recruitment of over
100 volunteers, and the solicitation
of funds in support of the Houston
County Campaign.
The United Way Campaign will
provide critically needed funds for
the 50 human, health and welfare
Member Agencies located in the
Middle Georgia area. This year’s
Houston County Campaign Goal is
$400,000. Rosenberg commented,
“the needs of the United Way
Agencies and the people they serve
are greater this year due to the flood
disaster. Most people want to help,
but they just don’t know how to do
it. This year’s campaign will give
these people an opportunity to help
their fellow citizens who have
suffered great financial, and
emotional damage."

Campaign effort are the following

Business owners assist relief fund
A number of local businesses
have assisted in raising funds on
behalf of the Houston County
Red Cross "Flood Relief Fund."
Those assisting are
Crossroads Bank, Mellco,
Tuggle & O'Neal, Houston Lake
Country Club, Triple A Pawn,
Jerry's Pawn Shop, and Little's
Bait, Tackle & Pawn Shop.

Business fees expected to
climb after Ga. law passed

Business owners obtaining their
1995 business license may see an
increase when making purchases
this year.
A new Georgia law, known as
House Bill 362, requires that local
governments revise taxes and fees
on businesses and occupations.
The law will be implemented in
January, 1995. Business owners
will be required to file a business
tax return, much like a federal tax
return, with the city.
Forms will be mailed out as
usual, said interim City Manager
Janice Williams, with ihe requested
information added to die existing
mock business license.
Locally, Mayor Jim Worrall said
city officials are working closely
with governing bodies of
Centerville and Warner Robins to
ensure diat all three cities remain
consistent with each other in
reference to fee structures.
Georgia law allows each
municipality to determine fees by
one of three methods: number of
employees, profitability ratio or
gross receipts plus profitability
ratio.
While an exact schedule to
determine fees has yet to be decided
upon here, Worrall said city
officials are leaning toward an
employee schedule.
"We're probably going to (tax
businesses) by the number of full
time employees a business has,
instead of the 'profit-and-loss'
method some governments resort
to," he said.
But despite the new law, interim

Real estate agencies did not wish
to fall under the new law and will
be taxed as in year's past.
Businesses governed by state law,
such as insurance agencies and
alcoholic beverage establishments,
will also be taxed as were
previously.
The city has the option to charge
an additional "administrative fee" on
top of the business tax, said
Williams, but said that is
undecided.
"We have never done this, but
some cities charge up to S6O per
business," she said.
One group of persons who will
certainly be affected by the change
will be "private contractors," such
as those persons working in beauty
shops.
Previously, business owners
were required to pick up the cost of
their employees. But under the new
law, the person contracting with die
shop will be considered a sole
business owner and subject to
individual license fees.
In addition to the business tax,
local governments may continue to
charge regulatory fees to businesses
which require some degree of
regulation by government. Building
fees, for example, are regulatory
fees imposed on contractors.
Worrall said the change was
made in hopes of equalizing what
he called "a lot of problems" in
Georgia.
"There's a lot of pitfalls (with
the new law), but I think a lot of
merchants will be pleased with it,"
he said. "Some of them know
they've been getting a bargain for
the last few years."

shipped to the nations nearly
40,000 post offices- at no cost to
the Postal Service.
Kirkley said the booklets could
save the agency as much as $1
million in printing cost for the
change of address forms and new
address cards.

Local resident Bud Barnes, of 315 Lee Street, had
quite a scare recently while mowing his lawn when he
came upon a 48-inch rattlesnake on his lawn. The
snake, which weighed about five or six pounds, carried
seven rattles and a button. The snake was believed to
be a timber rattler. Barnes said he suspected that the
