Page 10A Wednesday, September 7,1994, Houston Times-Journal Rosenberg named campaign chairman for United Way '94 Steve Rosenberg of Rosenberg Asset Management, has been named United Way Campaign Chairman for the Houston County Region. As Chairman for the 1994 United Way Campaign, Rosenberg will oversee all fundraising activities including the recruitment of over 100 volunteers, and the solicitation of funds in support of the Houston County Campaign. The United Way Campaign will provide critically needed funds for the 50 human, health and welfare Member Agencies located in the Middle Georgia area. This year’s Houston County Campaign Goal is $400,000. Rosenberg commented, “the needs of the United Way Agencies and the people they serve are greater this year due to the flood disaster. Most people want to help, but they just don’t know how to do it. This year’s campaign will give these people an opportunity to help their fellow citizens who have suffered great financial, and emotional damage." Assisting Rosenberg in the Campaign effort are the following volunteers from who head up Campaign Divisions. A new Georgia law, known as House Bill 362, requires that local governments revise taxes and fees on businesses and occupations. The law will be implemented in January, 1995. Business owners will be required to file a business tax return, much like a federal tax return, with the city. Forms will be mailed out as usual, said interim City Manager Janice Williams, with ihe requested information added to die existing mock business license. Locally, Mayor Jim Worrall said city officials are working closely with governing bodies of Centerville and Warner Robins to ensure diat all three cities remain consistent with each other in reference to fee structures. Georgia law allows each municipality to determine fees by one of three methods: number of employees, profitability ratio or gross receipts plus profitability ratio. While an exact schedule to determine fees has yet to be decided upon here, Worrall said city officials are leaning toward an employee schedule. "We're probably going to (tax businesses) by the number of full time employees a business has, instead of the 'profit-and-loss' method some governments resort to," he said. One group of persons who will certainly be affected by the change will be "private contractors," such as those persons working in beauty shops. Previously, business owners were required to pick up the cost of their employees. But under the new law, the person contracting with die shop will be considered a sole business owner and subject to individual license fees. In addition to the business tax, local governments may continue to charge regulatory fees to businesses which require some degree of regulation by government. Building fees, for example, are regulatory fees imposed on contractors. Worrall said the change was made in hopes of equalizing what he called "a lot of problems" in Georgia. "There's a lot of pitfalls (with the new law), but I think a lot of merchants will be pleased with it," he said. The snake, which weighed about five or six pounds, carried seven rattles and a button. The snake was believed to be a timber rattler. Barnes said he suspected that the dead snake's mate may be in the vicinity.
