Wednesday, September 14,1994, Houston Time&Journal Page 10A Dispute, from 1A thorny. Hulbert also said that several technical paragraphs needed to be added to the contract, which was written by Register, to comply with liability laws. However, the agreement was not scheduled to be ready by press time, making it un signed. Ownership over the T-hangars arises from when Register Aviation originally purchased the FBO busi ness from Wally Dobson for $125,000. The T-hangars were orig inally built by Jim Brown, who sold the business to Dobson. "Register Aviation bought and paid for those things," said Register, who added that the T hangars were on the list of inven tory kept by the Bank of Perry at the time of the sale from Dobson to Register. "1 negotiated the deal with him only with the approval of the airport authority. "My deal was to ultimately re coup the $125,000 that I had put out to Wally and the bank to buy the FBO," said Register, who added that he had invested an additional $75,000 in the airport since taking City, from 1A qualified for the city manager post. He then recommends those names to council, who, in turn, votes on a final candidate. But that procedure is cause for concern, Worrall said, mainly because the person selected will be responsible for helping to oversee a budget in excess of sll million. "We want to make this a more unified effort by allowing both, myself and council, the opportunity to be involved from the start," said Worrall. "This way, council will have input from day one." The salary for the city manager's position is on a sliding pay scale that ranges from $36,000 to just over $44,000. But with a new applicant coining in, the mayor said he feels the position will offer a salary "somewhere around the lower figure." "We're certainly not looking for someone above that (salary)," Worrall said. "By offering a lower salary, this will present an opportunity for us to cut back on some of the expenses that we (council) have." The mayor did stress, however, that the position won't be decided on numbers, but rather who is the best candidate for the job. One applicant who many speculate would be a leading candidate for the post is acting Cuy . B . However, the authority main tains that it owns the T-hangars, ei ther under a lease agreement origi nally signed with Brown giving the airport the hangars after 20 years (the hangars were built in 1973) or under reality law which states any permanent structure built on leased or rented land becomes part of the reality. Bill Hafley, airport manager for the City of Perry, which has taken over managing the airport from Register Aviation, told the author ity that it needed to settle the dis pute over who owns the T-hangars. "That is the only real revenue pro ducing item at the airport," he said. Register told the authority that if they were expecting to find a FBO that could come into the airport and make money without being subsi dized by the authority, they were "absolutely dreaming." Manager Janice Williams. Williams has been employed with the city for 16 years. She was appointed to the city manager position on an interim basis by council on June 21. Prior to that appoinunent, Williams served as assistant city clerk and finance director and was an assistant under former City Manager Marion Hay. Worrall said that because of Williams' experience and knowledge of city government, council is also interested in her decision to apply for the job. "I can’t speak for all council members, but I certainly think the majority of council would like for her to consider applying." The position bo;ame open when Hay requested early retirement on June 20 after 17 years with city government. Olympic, from 1A compiled which included average temperatures, available veterinarian services, stalls available, training areas, and a host of other informative answers, the director said. To better prepare themselves for any future inquiries, Froehlich said the local group then sent letters to some 40 countries who competed in the last Olympic games and asked for their input. "We've already gotten several responses from those letters," he said, "and are expecting several more." Froehlich said that despite some concerns about extreme heat in Georgia, he feels confident that Perry would be a leading contender if ever visited. "Of course, there have been some concerns about the heat, but I feel really good about the response and this facility," said Froehlich. "We've had 43 out of 52 weekends in the past year that we've had some kind of horse event, so I would think that we're more than capable of putting on an equestrian event." Added to the spacious grounds here is a new 150x300 foot outside arena. That is just one additional feature that Froehlich feels will make Perry hard to resist.
