As for the responsibility of replacing the dam to ensure the lake is a permanent fixture in our county, please allow me to expand on the following. The Houston Lake Country Club is ultimately responsible for the lake itself. Both the owners of the country club and the property owners were devastated by the loss of the dam. Since that date, every option has been explored to secure funding and commit to the rebuilding of the dam. The vast majority of the landowners which are adjacent to the lake also made personal commitments if need to be to ensure that the lake would again be in place. At the same time, the owners of the club were exploring every single option as to finding satisfactory financing or funding to take care of this massive project. Currently, there are approximately fifty (50) homes and a private business which employs over fifty employees that are adjacent to the lake. Although both the homes and the business are private in nature, the combined tax revenue received from the citizens and the country club are a tremendous asset to Houston County. The property surrounding Houston Lake has been assessed as being lakefront property. In as much as the assessment, value of this property is higher than other rural areas throughout the county, the landowners have to pay the assessed value based on the fact that it is lakefront property. This represents a tremendous tax receivable for Houston County. Without a lake, which is the single reason most landowners purchase property in the area, the tax assessment will surely have to be reduced. Therefore, it is important that county officials participate in the rebuilding of this dam. As for making Houston Lake a public lake for public access, one must consider the very nature of the lake itself. The lake, which is a large body of water for Houston County, is indeed a small lake in terms of total acreage. The lake itself is approximately 160 acres of open water. Who accepts the responsibility and the liability? Certainly, neither the state nor Houston County could afford the cost of insurance for such a liability. Each year, there are many boating deaths and accidents on the large reservoirs throughout Georgia. If there was complete open public access to such a small lake, then surely we are waiting for an accident to happen. As a landowner, homeowner, and citizen of Houston County, I purchased the property on the lake many years ago for the reason that it was waterfront. It is indeed a beautiful part of our growing community. The citizens of Houston County must realize that not a single increase in property taxes or county assessment will be passed on to the overall county. The funding, if available, is both Federal and State and is going to be paid by each and every citizen regardless of whether die money is spent in Houston County or not. If required for matching funds, I am sure that the vast majority of the residents surrounding the lake will make the financial contribution to ensure that our facility is put back in place.
