Council gives first reading to business license ordinance

Local business owners will see
several changes in the way their
respective business licenses are
structured for payment for 1995.
Under the new proposal, the
method of taxation will be based on
the number of full-time or
equivalent full-time employees an
employer has on staff.
The first reading of the ordinance
governing business and occupation
taxes was heard by council on Sept.
20. The fee change now only awaits
a second reading to also be adopted
by the six-member panel.
The new pay chart will be
designed in the following way:
• Less than two employees, S6O.
• 3-9 employees, S6O, plus sls
per employee over two.
• 10-99 employees, $165, plus
$lO per employee over nine.
• 100-499 employees, $1,065,
plus $5 per employee over 99.
• 500 or more employees,
$2,165, plus $2 per employee over

Stalking reports
Retha Mae Thomas, of 615
Smith Dr., told police that
someone had been stalking her on
the evening of Sept. 23 at 6:02
p.m.
Shooting threats
Bernita Bell, of 1109 Gaines
Dr., complained to police Uiat a
black female had threatened her with
a gun, according to two witnesses,
on Sept. 23 at 8 p.m. The case is
under investigation.
Motorcycle stolen
Pete Henderson, told police that
someone had broken into his
business, located at 911 Jemigan
'St., and stole a motorcylce valued
at sl,odo. The incident happened
sometime between Sept. 19 and
Sept. 24.
Shoplifter arrested
Thelma Jean Leggett, of 722
Elaine St., was arrested on
shoplifting charges’Sept. 24 at 6:30
p.m. after an employee of Krogers
noticed the woman leaving the store
without paying for various items
totaling $13.25.
Battery charges
Scotina Feilder, of 1109 Gaines
Dr., told police that she was the
victim of a simple battery Sept. 24
at 11:35 p.m.
DUI charges
Police arrested Andras A.
Velazquiz, of 608 Logue St., on

of $3,000.
In comparison, council members
were told by interim City Manager
Janice Williams that Houston
County Commissioners had opted
to follow the same employee
guideline for fees, but had decided
against the same figures.
Businesses with 10 or more
employees at the county level
would pay the customary $165 fee,
but only $5 instead of $lO for an
additional employee over the nine
employee limit.
A business with 100-499
employees would pay a flat $615,
plus $2.50 per extra man over 99.
A base of $1,615, plus $1 per
employee would be imposed upon
those businesses exceeding a 500-
person work force.
Council members expressed
concern that because of the
variation in fees, prospective
business owners may decide to
locate elsewhere.
But Houston County
charges of Driving under the
influence of alcohol and having no
proof of insurance after the driver
was noticed weaving on the
roadway Sept. 24 at 3:40 a.m.
Entering Auto
Ruth Harlow, of 1306 North
Ave., told police that someone had
taken an object and opened her car
door while it was parked under her
carport. Taken was $1,075 in cash.
The incident, which happened
between 7:30 p.m. on Sept. 23 and
9:09 a.m. on Sept. 24, remains
under investigation.
Firearm taken
John Braun, of 1306 North
Ave., complained to police that
someone had entered an auto in his
yard and had taken a 357 Smith and
Wesson firearm sometime between
7:30 p.m. on Sept. 23 and 9:09
a.m. on Aug. 24.
Shoplifter arrested
Michael A. Vaughn, of 1309
Whipple St., was arrested on
charges of shoplifting on Sept. 25
at 6 p.m. after employees of
Krogers noticed the man leaving the
store without paying for items
totaling $1.67.
Vehicle stolen
Oscar Mitchell, of a Kathleen
address, told police that someone
had stolen a rental car he was
driving while at an Elaine Dr.
address sometime between 11:15
p.m. on Sept. 24 and 11:58 p.m.

Director Tim Martin told council
members that that fee should have
no bearing as to who did, or didn't,
locate here.
"That's not going to be the
issue,” Martin said. "It's the overall
picture that they're going to look
at..."
A plea from residents along the
Airport Road Extension to slow
down speeding autos has also
officially been answered.
Perry City Council members
have unanimously given approval
to an ordinance governing die speed
limit just off of Highway 341 to 35
mph.
The second, and final, ordinance
was presented to council on Sept.
20 for approval. That request carried
with it additional speed limit zones
throughout the city that were also
approved by the group.
In other action, council:
• Accepted a bid of $4,270 from
Arctic Construction Company of
Ft. Valley to make repairs to the
Joseph Carroll Loyd, of a
Bonaire address, was brought into
police headquarters by a trooper
widi the Georgia State Patrol on
charges of Driving under the
influence Sept. 25 at 8:46 p.m. He
was arrested and charged.
Suspended license
Tony Donnell Thomas, of a
Warner Robins address, was arrested
by police on Sept. 25 at 10:56
p.m. after he was stopped for
driving without a tag. The driver
was found to have had a suspended
license, which he was charged.
DUI charges
David Michael Baker, of an
Alabama address, was arrested by
the Georgia State Patrol Sept. 25 at
2:11 p.m. after initially being
stopped for speeding. He was taken
to police headquarters, where he was
charged with DUI and speeding.
Receiving threats
Emory Askew, of 1109 Gaines
Dr., told police that he had been
receiving terroristic Uireats on Sept.
26 at 11:50 a.m.
Window broken
David Wright, of 2015 Laurel
Dr., complained to police that
someone had broken out a rear
window in his 1991 Dodge Grand
Caravan LE sometime between
10:30 p.m. on Sept. 25 and 7 a.m.
on Sept. 26.
Lawnmower stolen
Debbie Lambert, of 1304 North
Ave., told police that someone had
stolen a lawnmower.

Old Water Plant
• Approved an application for a
license for beer, wine and liquor to
be consumed on the premises of the
Silver Dollar Saloon, 103 Courtney
Hodges Blvd., in the name of
Barbara Kay White. The license is
approved contingent upon release of
the building by the Health
Department and the City Building
official.
• Approved a dance hall license
for the Silver Dollar Saloon.
• Denied an application to
change the license for beer, wine
and liquor consumed on the
premises of Holiday Inn to the
name of Glenda Fay Bishop. The
denial was decided upon after a
recommendation of the police chief.
• Approved the purchase of a
computer program package for
business and occupation taxes from
Tailored Business Systems at a cost
of $2,500.
• Approved the purchase of
precast drainage structures for Rozar
Park from Taylor Precast, Inc., at a
cost of $4,454. In addition, drainage
pipe for the same project was
approved from ADS, Inc., at a cost
of $3,923.64.
