County abolishes freeport taxes to spur development The Houston County Commis sion took steps Tuesday night, Nov. 15, to make sure that Hous ton County would not be left off any economy developers' list of sites because of freeport taxes. Acting on a request from the county's chambers of commerce, the commission decided to increase the county's freeport exemption to 100 percent. Both chambers had told the commissioners that many economic developers did not con sider locating businesses in any counties that collected freeport taxes. The move for 100 percent freeport exemption will cost the county coffers $113,000 in 1995 and SIIB,OOO in 1996, said Com mission Chairman Sherrill Stafford. Because of the tax cap, those funds could not be made up by other taxes, he said. Not only will the commission lose money with the freeport ex emption being raised to 100 per cent, but the Houston County- Board of Education will also lose money. Stafford said the school board stands to lose over $150,000 in freeport taxes. The 100 percent exemption on freeport in the county goes into ef fect Jan. 1, 1995. Freeport taxes are taxes collected on inventory owned by a company. Although Stafford said the county would be losing tax revenue by raising the freeport exemption to 100 percent, he said income should grow if the county experiences normal growth. He added that die $113,000 was additional money the county would have collected if they did not go to 100 percent freeport. There is a good chance that the entire county, including the cities of Perry, Warner Robins and Cen terville, will go to 100 percent freeport exemption. Stafford said the cities were waiting for the county to make a decision on the issue. Earlier in the year. Perry Mayor Jim Worrall indicated that he thought it was time for the city to do something on the freeport issue, and has given his support in the past to 100 percent freeport exemp tion. Mayor Jim Worrall said Mon day, Nov. 7, that the city council would narrow the list down to 10 candidates. The process should take about three weeks. "We have some real strong can didates," said Worrall. He said the city hoped to have a new city man ager in place by Jan. 1, 1995^ Janice Williams was selected as interim city manager after Hay's resignation. Williams declined to say if she was a candidate for the job. Hay served the city for 17 years before suddenly resigning his post.
