Born in Marshallville, he was the son of the late Rowe and Maude Sanders Windham. He was a three-term sheriff for Macon County where he was a lifelong resident. He was the founder of the Oaks Nursing Home and was a farmer. He was a member of First Baptist Church, Travellers Rest Masonic Lodge No. 65, and A 1 Sihah Shrine Temple. He was an Army veteran who served in World War 11. Survivors: children: Dianne W. Walker of Marshallville and W. Jule Windham of Montezuma; sisters: Mrs. Mervin W. Johnson of Marshallville and Maurice W. Wright of Perry; and three grandchildren. Services: March 21 in First Baptist Church with burial at Oglethorpe Memorial Gardens. Dr. Randy Gregg officiated. Watson- Mathews Funeral Home had arrangements. Contributions may be sent to the Shriner's Childrens' Hospital or First Baptist Church. Teresa Howington Black Teresa Howington Black, 33, of Mobile Manor Estates Rt. 1, Fort Valley died March 23 at a local hospital. Bom in Albany to Alma Cox and Raymond B. Howington, Juvenile court gets budget boost By Jj JOHNSON Times-Journal Editor WARNER ROBINS Members of the Houston County Commission provided a budget boost for the county juvenile court system and listened as neighbors complained about water problems during their March 21 meeting here. The funding for the juvenile court defense fund, requested by Juvenile Judge Herb Wells, will provide an additional $4,000 for the remainder of the fiscal year to keep the operation solvent. Commissioner Jay Walker recommended the adoption of the matter, and noted that the juvenile court, just as all courts in the county, remains quite busy. Members of the commission also approved the library board funding compromise worked out earlier by Commissioner Larry Snellgrove and representatives of three cities in the county. The formula uses 1990 census figures to more equally distribute the funding among the county and the three incorporated cities. The county will pay a substantially higher portion of the local share of operations for the Houston County Library System according to the compromise. Wright Smissor and several of his neighbors complained about drainage problems at Peachtree Estates, located off Georgia 96 near the center of the county. Smisson said he had attended meetings of the commission for eight months hoping to get some relief. Daniel Wade Bailey WARNER ROBINS Daniel Wade Bailey, 41, of 115 Willow Ave. died March 20. Mr. Bailey was a lifelong resident of Houston County. He worked for the City of Warner Robins and was a member of the F& AM, Tyrian Lodge #lll. Survivors: Wife; Debbie G. Bailey of Warner Robins, son; Daniel Bailey of North Carolina, daughter; Laura Bailey of North Carolina, Step-daughter; Heather C. Murphey, 73, of 129 Avalon Drive, died March 26 after an extended illness. Bom in Cuthbert, he had lived in Middle Georgia most of his life. He was the son of the late Benjamin and Nannie Murphey. He was a retired civil service employee of Robins Air Force Base and was a Baptist. Survivors: wife; Hilda S. Murphey; children, Robin M. Moore of Mesquite, Texas, Patricia M. Asbell of Milledgeville, Reginald Murphey of Savannah, and Benny Murphey of Troy, Ohio; sisters and brother, Louise Edwards and Betty Hannon, both of Fort Valley, and Macey Bryant, Janette Moss and Milton Murphey, all of Roberta; step-children, James Rich of Bonaire, John Rich of Perry, Joe Rich, Paul Rich and Martha Ard, all of Warner Robins, and Mary Pierce of Mobile, Ala.; six grandchildren; three great grandchildren; 11 stepgrandchildren; and four stepgreat-grandchildren. Stafford proclaim White Cane week in Houston County as April 2-8. The fund-raising effort collects dollars to support eye research. Commissioners authorized representatives of Walden, Ashworth and Associates Inc., of Marietta, to be prepared to move ahead with design of Houston Lake Dam upon approval of state and federal officials. Members of the Houston County Development Authority agreed March 22 to support the nomination in conjunction with similar nominations from the Perry Area and Warner Robins Area Chambers of Commerce. Frito-Lay will be considered for the district award, and should the firm win, for the state award to be presented during May.
