School board
looks to future
Learns how to name
next superintendent
By LARRY HITCHCOCK
News Editor
When Houston County Schools
Superintendent Tony Hinnant
reaches the end of his current term
of office, the school board will have
the option of naming him to contin
ue or replacing him.
All school superintendents in
Georgia will be appointed instead of
elected after Jan. 1, 1997.
The board heard Skip Yow from
the state education office explain
how to make the transition from an
elected superintendent to an
appointed one at a called meeting
March 30.
Board Member Hubert
Hutcherson said he understood that
if a school system wanted to change
from an elected to an appointed
superintendent, all it had to do was
announce the change.
Yow said that if the board want
ed to retain Hinnant, it had to
announce two weeks before the end
of his term that he would be the
superintendent, effective Jan. 1,
1997.
If the board were to appoint
Hinnant to the post before his elect
ed term ends, the Hinnant must
resign before he can be appointed,
Yow said.
Yow said if Hinnant were to
resign before the end of his term
and the board decides to look at
other candidates, then a full search
must be made.
Yow advised the board that if it
planned to appoint Hinnant, it
should not coriduct a search.
“Other applicants would be upset
if they applied and then found out
Tony had the job all along,” Yow
said.
Board attorney Tom Daniel said
system policy states that the super
intendent will be selected in accor
dance with state law.
In another matter, Mary
Mantiply, assistant superintendent
of instruction, told the board that 11
of the 16 elementary schools in the
cbunty have expressed an interest in
seeking state lottery funds to
expand their pre-kindergarten pro
grams to serve every four-year-old
ip the county. Deadline for the sys
tem to apply for the grant is April
t 4. .
Several private day-care
providers have also expressed an
interest in the program, Mantiply
said.
