Engineer believes Houston Lake
dam could be rebuilt within a year
By RICK JOHNSTONE
For The Times-Journal
By this time next year, golf balls at Houston Lake
could be finding a watery grave.
Houston County engineer Robbie Dunbar told
members of the Perry Exchange Club Nov. 21 that
plans to rebuild the dam are now in the hands of the
Department of Natural Resources and
FEMA(Federal Emergency Management Agency).
Those two groups are involved in the funding of
the project, which will make it possible to have water
return to the lake.
“We expect to get those plans back(from DNR and
FEMA) in mid December,’’said Dunbar. “Then bids
will be taken by the first part of the year, awarded by
the end of January, and the dam built in 6-9 months.”
Dunbar explained his main function is to supervise
building in the unincorporated portions of Houston
County.
He said there are currently 33 subdivisions in the
works in those unincorporated areas.
“We are growing, with 708 building permits
issued so far this year,"he said. That is compared
with 571 permits at the same time last year.
Total cash value placed on that construction,
according to the engineer, is $56,130,467 this year, as
compared to just over $50,000,000 the previous year.
In order to obtain those permits, there are three
steps that are required, said Dunbar.
He said the first step is to have the property
rezoned by the Planning and Zoning commission.

"We expect to get those plans
backffrom DNR ana FEMA) in mid
December. Then bids will be taken by
the first part of the year, awarded by
the end of January, and the dam built
in 6-9 months." Robbie Dunbar
Once that is accomplished the plans are examined
by the engineering department.
“Our biggest problem is storm drainage,’’said
Dunbar. “We make sure the developer puts in pipes
big enough for a 25 year storm.”
He said developers are also required to put in
retention ponds to help deal with drainage problems.
The final step in the process is actual develop
ment. Dunbar said his department does get directly
involved with that, including roads and other phases.
He commented,”When the developer has the actu
al streets in place, I must sign the plat before the lots
can be sold.”
Developers are required to put up a bond on the
project, Dunbar added. That money could be used if
problems arise.
“Most of our developers are pretty good,”he said.
“We have few problems.”
Dunbar said his department is also involved in
commercial development, with citizen input sought
on various matters.
Applicants must have a current
photo ID at the time of testing.
Special permission is required for
applicants under 18 years of age.
Testing will begin at 7:30 a.m.
