Godbee offers
tips on new
welfare rules

Perry Area Chamber of
Commerce CEO Hayley Godbee
has offered some tips for local
businesses dealing with upcoming
changes in the welfare system.
One of those is to take a look at
the Work First Georgia program
that is designed to take welfare
recipients off dependency on the
government and place them in ful
filling, self-supporting jobs.
“Welfare was doing what it was
created to do, provide financial
assistance, but what it was not
doing was offerin., those recipi
ents a way off of welfare. What
was happening is we were creat
ing generations of people on wel
fare and giving them no way to get
off,” said Godbee recently.
That has brought about welfare
reform, she added, with programs
such as the Work First project to
help achieve goals of putting able
welfare recipients to work.
Asa result of the upcoming
influx of unskilled people into the
job market, facilities such as
Middle Georgia Technical
Institute are prepared to work with
government agencies to provide
job training, said Godbee.
Incentives that would entice an
employer to hire participants in
the Work Force program include
prospective employees available
to fill any vacant position.
In the past, a position had to be
vacant for 30 days. Not so now,
said Godbee. Also, the hiring is
done by the employer who is able
to interview a prospective
employee that has been pre
screened and drug tested.
Welfare subsidies received by
the new employee would be
turned over to the employer as a
grant for a nine-months period.
And, the Work First participant
would, for the nine-month period,
still be eligible for government
assistance with health care.
One big plus for women going
into the workforce through the
Work First program is that day
care will be provided for the new
employee, said Godbee.
“Most of these people are going
to be women. And most of them
will have children,” she noted.
Items such as uniforms or tools
needed by the Work First partici
pant would be furnished by the
program.
After the nine-month period,
employers would then be required to
recognize the employee as a full
time, permanent employee, she said.
However, in some cases, day
care services may still be provid
ed, said Godbee.
