There is a big difference
between sexual harassment and
rape, though. There are few things
worse that can happen to a woman
than for a man to overpower or
intimidate her and steal one of her
most cherished possessions. There
should be little sympathy for con
victed rapists.
One of the drill sergeant’s attor
neys made a statement after the trail
that we should pay attention to. He
said, “Let’s just be honest as we can
about this. The Army’s got a prob
lem and no one wants to admit it.
They’ve got a gender integrated
environment in early training and
it’s not working. It’s a catastrophe
and no one wants to say that.”
Like it or not, the attorney
spoke the absolute truth. The Army
undoubtedly has a serious prot>
lem, especially with basic training,
by mixing males and females.
The gender mixing is causing
problems in other areas as well,
but especially among the young
recruits.

keep. One of the reasons I sought
membership on the Senate Armed
Services Committee is my com
mitment to supporting our men
and women in the Armed Forces
and insuring that our soldiers are
not slighted. Secretary of Defense
Bill Cohen has told members of
the Armed Services Committee
that his first priority is people.
Tanks and guns don’t win wars,
people do. Unfortunately we live
in an environment in which
resources are constrained. We are
going to have to make some tough
choices and must strike a balance
between some important priorities
in budgeting our nation’s defense.
I am pleased to have the honor of
being the ranking Democrat on
the Committee’s Personnel
Subcommittee. My focus in that
Subcommittee will be to improve
the overall quality of life of our
military personnel. I’ll be dealing
with issues such as compensation,
health care and access to educa
tional benefits. For the individual
in the military, quality of life usu
ally means pay and benefits. It
means a challenging and fair
working environment. It means
first rate training and education.
For military families, quality of
life means safe, reliable housing
in neighborhoods where we can
raise children. It means quality
medical care that is available
nearby when it is needed.
Most of all, it means reducing
the uncertainty that is too often
associated with military life.
For retired military personnel,
quality of life means sustaining
the value of their retirement
income and the availability of
medical care after they retire.
Military retirees over 65 are find
ing they are in effect being shut
out of the medical facilities they
score was 87.

control of foods and storage of
cleaning products. The score was
62.

As you who have served in the
military know, basic training brings
together all type individuals from
all walks of life who have all sorts
of thoughts. It’s tough enough get
ting a company of males property
trained and ready to serve their
country, much less an integrated
company of males and females.
Consensual sex among the
troops can cause massive prob
lems in itself not even considering
unwelcome harassment from
either gender.
Given the above, now is the
time for the Army and other
branches of service, to take a long,
hard look at gender mixing in the
service, especially during basic
training. There are some places
where men and women can serve
side by side, but then there are
places were they simply cannot.
Yes, the Army does have a
problem, that they have caused
themselves.

We must do something about that.
In today’s unstable world, we
must ensure that our military
forces are the best trained and the
best prepared. We must also make
sure we maintain a high standard
for quality of life, both during the
years a person spends in the mili
tary and in the following years of
retirement. On Memorial Day,
when you see a single, simple
American flag placed at your
local cemetery to honor the fallen
heroes of our country, remember
them. Also, consider the sacred
promises we make to the men and
women who serve, and have
served, our country. On Memorial
Day, let us remember these
things.

The J.C.Penney Volunteer
Macon’s ninth annual Volunteer
