City studying
higher utility
fees for residents

To raise or not to raise, that is
the question facing Perry city
officials regarding citizens’ utility
fees.
According to City Manager
Skip Nalley, council may have to
decide to raise those fees in order
to meet the needs of the proposed
sl2 million dollar budget for the
city for FY9B.
The cost to provide utility ser
vices has risen for the city and
those increases have not always
been passed along to the con
sumer, at least in recent years,
said the city manager.
Increases may be necessary “in
order to keep solvent”, he added.
“At this point we are looking
to recommend a rate adjustment.
If we go another year with the
present utility rates we have in
place, we will finish the year in
the red,” said Nalley.
“Our major objective in
putting the budget together is to
improve revenue without raising
taxes and to trim our expendi
tures,” he said.
During the budget process so
far, about $600,000 has been
trimmed from the proposed FY9B
figures, with cuts in new vehicle
purchases and “toeing the line on
hiring new personnel," the city
official added.
At press time, council mem
bers were receiving information
from Tom Chapman, an engineer
with TM Corp., about current
utility rates for Perry and other
locations.
Another item on the agenda for
the meeting, an amendment to the
second reading of an application
for beer (malt beverage) and wine
licenses, is the result of a recent
misunderstanding of regulations
regarding the licenses, according
to Nalley.
During the recent background
check on a subject requesting to
serve beer and wine at The
Mandarin House Restaurant, it
was determined that subject did
not meet requirements because he
has not been a resident for at least
12 months.
The request was denied at the
last council meeting.
However, Nalley said it has
been learned that the 12-month
residency requirement for beer
and wine license does not apply
in this case.
Council is set to once again
vote on the request of the local
businessman.
Also on the agenda is the
recognition of Capt. Bill Phelps, a
10-year employee of the Perry
Police Department.
