Invitation to Bid
Sealed proposals from Contractors will
be received by the Houston County Board
of Education, Owner, in the Board Room
of the Office of the Houston County Board
of Education, 1100 Main Street, Perry,
Houston County, Georgia, until 2:30 p.m.
prevailing time on Aug 7, 1997, for the
construction of the Houston County
Elementary School #4, New Construction,
Kathleen, Houston County, Georgia.
At the time and place noted above, the
proposals for the project will be publicly
opened and read. No extension of the
bidding period will be made.
Bidding documents may be obtained
at the office of James W. Buckley &
Associates, P.O. Box 2294, Albany,
Georgia 31702, Telephone Number

Application for documents, together
with a deposit of $500.00 per set should
be filed promptly with the Architect.
Bidding materials will be forwarded
Shipping Charges Collect, as soon as pov
sible. The full amount of deposit for One
(1) set will be refunded to each General
Contractor who submits a bona fide bid
upon return of such set in good condition
within ten (10) days after date of opening
of bids. All other deposits for complete
sets will be refunded less $250.00 for cost
of reproduction of documents upon return
of same in good condition within ten (10)
days after opening of bids.
Parties failing to return plans within 10
consecutive calendar days date of bid
opening or parties returning plans in other
than "good condition" shall forfeit entire
amount of deposit; no exceptions.
Contract, if awarded, will be on a
lumpsum basis. No bid may be with
drawn for a period of 60 days after time
and date of opening.
Bids must be accompanied by a Bid
Bond in an amount not less than five per
cent of base bid.
Both Performance and Payment bonds
will be required in an amount equal to
100 percent of the Contract Price. All
Bonds shall be .written by a Surety
licensed to Business in the State of
Georgia, listed on the Federal Register,
and Acceptable to owner.
The owner reserves the right to reject
any or all bids and to waive technicalities
and informalities.
The Local Board of Education supports
All equal opportunity policies: Federal,
State, and Local. The Board of Education
will not tolerate bias related activities, e g.
racial slurs, sexual harassment, from
employees and/or contractors conducting
work on behalf of the School System.

Proposals
Planning, design, administrative
and related services
Houston County, Georgia is requesting
statements of qualifications and proposals
from consultants with a strong record or
qualifications which will enable it to suc
cessfully assist the County with devehsp'-
menl and implementation of Cdttmninffly *
Development Block Grant programs.
Responding firms should be qualified to
provide planning, design, administrative
and related services for a period of 2 -3
years.
Houston County seeks to immediately
contract for planning, design, and admin
istrative services for CDBG funds.
Construction of sewer facilities is antici
pated os the potential project. If
Community Development tunas are
awarded (in 1997 and/or subsequent
years), this procurement action may also
lead to additional contract(s) (or contract
addendums) for planning, design, admin
istrative and other related services. All
contracts are subject to Federal and State
contract provisions prescribed by the
Georgia Department of Community
Affairs.
Criteria for evaluation included (1)
willingness to assist with the development
of local capacity, (2) CDBG experience,
(3) key personnel/qualificotions, (4)
capacity of organization, (5) current work
load, (6) level of service proposed, (7
mobility and proximity to project, (8
experience with similar projects, and (9
cost. Proposers shall also cite examples o
similar work in other communities, and
include references from within those com
munities. References will be contacted.

est responsible and qualified bidder. No
bid may be withdrawn for a period of 35
days after time has been called on the
date of opening. Bids must be accompa
nied by a bid bond in an amount not less
than 5% of the base bid. Both a perfor
mance bond and a payment bond will be
required in an amount equal to 100% of
the contract price.
