Hearings and meeting
notices There are a wide variety
of public meetings which must be
held in order for a government to
take an action Among the most com
mon are notices of panning commis
sion meetings at which rezoning
requests ore to be acted upon and ot
hearings when a city or county gov
ernment is setting o budget or tax
rates Sometimes these notices run as
bordered ads on these pages
Sometimes, governments are
required to publish notices about
upcoming meetings, especially when
a meeting is to be held outside the
regular schedule of that government
or when a change will be made in
the regular time or place of meeting.

Estate notices There are
some 20 different type of estate
notices which can be published, the
most common of which is a notice to
creditors to let the court know if a
deceased person owes them any
money Most estate-related notices
come from the county probate
judge's office, although some are

These are notices concerning a busi
ness which is to be incorporated with

Juvenile matters This

Constitutional Amendments

constitutional amendments that will appear
on the November 3, 1998, general election
ballot for consideration by the people of

law for the creation of a land,
Water, Wildlife and Recreation
Heritage Fund, with moneys
derived from an increase in tne
real estate transfer tax from

government recreation grants
and for acquiring, conserving,

This proposal requires the creation of a
land, Water, Wildlife, and Recreation
Heritage Fund to be used for local govern

that the heritage fund be funded from a por
tion of the real estate transfer tax and allows
funding from such other specific sources of

This proposal amends the existing con
stitutional provision for the state lottery to
specify ana prioritize the educational pur
poses for which lottery proceeds shall be
spent The amendment limits the educational
programs and purposes for which lottery
proceeds may be appropriated and
expended to tuition grants, scholarships, or
loans to citizens to attend in-state colleges or
technical institutions; voluntary pre-kinder
garten; educational shortfall reserves,
teacher technology training; and capital out
lay projects for educational facilities The
amendment grants priority in funding to
scholarships, pre-kindergarten programs
and shortfoll reserves.

This proposal authorizes the General
Assembly to provide for additional penalties
for fees in any case in which a person is
adjudged guilty of an offense involving dri
ving under ihe influence of alcohol or drugs.
The General Assembly is authorized to pro
vide for the allocation of such additional
penalties or fees to the Brain and Spinal
Injury Trust Fund for the propose of provid
ing core and rehabilitation services to citi
zens of this state with brain or spinal cord
injuries. Moneys appropriated for such pur
poses shall not lapse back into the general
hind of the state treasury at the end of a fis
cal year. Enabling legislation was enacted
by Georgia Laws 1998, p. 667, which
becomes effective January 1, 1999, if the
proposed amendment is ratified.

General Assembly, members of the Public
Service Commission, members of the State
Board of Pardons ond Paroles, the Secretary
of State, Attorney General, State School
Superintendent, Commission of Insurance,
Commissioner of Agriculture, Commissioner
of labor, the superior court judges, district
attorneys, ond such other officers of stale
government as may be provided for by gen
eral law The commission shot! be com
posed of 1B members who shall represent o
cross section of the citizens of Georgia ond
