When we have less than a vital interest N and we certainly don’t have a vital interest in Kosovo, but we have an important interest now, and it’s getting more impor tant, because we’re committed. But it started as a humanitarian mission. We’ve got to find better tools, because when you really are trying to affect the hearts and minds of E'ople, not conquer territory, not ck somebody out of a country, because this is their country, then you have an obligation to think through your strategy. And I don’t think we've done that very well. We’ve got important tools we haven't used, for instance, informa tion tools. We should have been trying to turn the Serbian people against Milosevic before we started bombing. Items collected at the Fire Department on Washington Street Fairgrounds approved for the GNF will cover the cost of the new building as well as improvements at the new south gate. We have the most powerful infor mation tools that any country in the history of the world has ever had. We used some of them in the Persian Gulf. Some of them are highly classified. But this was a perfect spot, to use it. When you bomb a population, even when vou try to avoid civilian casualties N and we’re certainly trying to do that, and doing a pret ty good job of it I think N but when you do that, you turn the people toward the leader. And in this case, our primary goal for some weeks and the last several weeks, should have been to turn the Serbian people against their leader before we bombed, if we had to start bombing at all. NELSON: Next question, probably the last one we’ll be able to get in: Is NATO in danger of losing Russia? NUNN: I think that’s a big, big danger here, and that’s when you have to distinguish between vital interests and important or humani tarian interests. Russia’s emergence as a part of the community of nations, avoiding the proliferation of weapons of mass destruction out of Russia today, as their economy crumbles, is a vital interest to the United States. We are alienating Russia. They feel isolated; they feel humiliated; they feel not listened to.
