Certification Program begins for
Minority-Owned Businesses
Telfair Museum of Art Presents
15th Annual Telfair Art Fair
The City of Savannah is
urging all minority- and
women-owned business enter
prises (M/WBE) to apply now
for M/WBE certification.
Certification verifies that a
business qualifies for M/WBE
status, and will become a
mandatory requirement for
M/WBE firms to participate in
City procurement activities in
2010.
Businesses must fill out an
application (available online at
www.savannahga.gov) and
undergo a scheduled site visit
collaborative project involv
ing AASU’s College of
Education and Educational
Technology Center (ETC)
and Savannah-Chatham
County Public Schools’
Woodville-Tompkins
Technical and Career
Institute.
The project will engage
students transitioning from
ninth to 10th grade.
Participating students will
attend a four-day camp prior
to the beginning of the
school term, during the sum
mer or winter break, to intro
duce them to the program. In
addition, they will attend
classes two Saturdays per
month during each school
term.
The Woodville
Technical and Career
Institute is a “shared center”
offering high school students
hands-on experiences and
allowing them to acquire
by the City's Department of
Economic Development. The
process is designed to be a
simple but thorough review,
and takes 30-90 days to com
plete.
The M/WBE program
assists in the growth and devel
opment of businesses owned
and controlled by women and
minorities. An important activ
ity of the program is to
increase the participation of
those businesses in City of
Savannah procurement oppor
tunities. Businesses that
entry-level workplace skills
in their chosen career path
ways, while they continue to
attend their home schools.
“Among the goals for
students participating in the
project are better grades and
increased school attendance
in addition to improved stu
dent discipline,” said Patricia
Wachholz, AASU dean of
the College of Education.
“Students at this age
have a high level of interest
in video games,” said Wendy
Marshall, director of
AASU’s ETC. “This project
will provide students a com
mon group experience that
will help them form addi
tional bonds and advance
toward high school gradua
tion.”
“This collaboration
with AASU and Woodville-
Tompkins will be a benefit to
students in Savannah as we
begin to provide teaching in
already have certification from
recognized agencies, such as
the Department of
Transportation, U.S. Small
Business Administration 8 (a)
or Georgia Minority Supplier

Camille Russo, regional man
ager for AT&T Georgia, said,
“We are committed to
strengthening our communi
ties by supporting under
served populations and pro
moting education programs
that create economic oppor
tunity. Companies like AT&T
are able to invest in key edu
cational initiatives because of
the public policy positions
that our Legislature takes on
business issues. I would like
to commend the entire
Savannah legislative delega

environment that recognizes
the importance of investing in
our communities and educa

income information.
Applicants to the
Housing Authority's public
housing and Housing Choice
Voucher Program are required
to disclose all income before
assistance is approved and at
re-certification. Statements
made by applicants about
household income and
income sources are critical to
determining their eligibility
to participate in the program
and the amount of assistance
the applicant will receive.
Violation of disclosure
requirements will not only
result in cancellation of ben
efits, but could now also lead
to prosecution and incarcera
tion.
Kenneth M. Donohue,
inspector general for the U.S.
Department of Housing and
Urban Development, Office
of Inspector General said,
"This joint investigative
effort by HUD's Office of
Inspector General, the
Housing Authority of
Savannah and the Eastern
Judicial Circuit Chatham
County District Attorney's
Office will help send a strong
message that those who seek
to unlawfully profit by
defrauding programs within
HUD will be thoroughly
investigated."
Residents who receive hous
ing assistance through the
Housing Authority of
Savannah will have an
opportunity to reconcile their
income information prior to
any prosecutorial action by
the District Attorneys Office,
says Larry Chisolm,
Chatham County district
attorney. Our goal is to dis
courage any fraudulent activ
ity that could result in prose
cution.
Public Housing resi
dents and Housing Choice
Voucher Program (Section 8)
participants should contact
their management office or
case managers within 10 days
of changes in income, house
hold composition and all
other changes to be in com
pliance with HUD require
ments, says Earline Wesley
Davis, director of the
Housing Authority of
Savannah. This applies to
families paying income-
based, flat rent, and negative
renters. Information docu
menting all changes must be
presented to the Housing
Authority.
The Housing Authority
manages 1,876 public hous
ing apartments and 2,868
Housing Choice Vouchers
(HCV). The waiting lists for
both programs are CLOSED.
There are more than 1,500
families on the waiting list
for public housing and more
than 1,400 for HCV.
Under this cooperative
initiative, Housing Authority
of Savannah officials will
verify all income for house
hold members 18 and older;
State Wage Information
Collection Agencies
(SWICAs) and current and
former employers. HAS offi
cials will use SSI and SSD
income, retirement pay, child
support and contributions
that will be compared to
HUDs Earned Income
Verification Report (EIV).
When discrepancies are
found, the head of household
will be interviewed to resolve
the discrepancies.
Cases referred for pros
ecution in Chatham County
will be handled for the gov
ernment by the Office of
Chatham County District
Attorney Larry Chisolm.
