Georgia Jobs Increase in March,
Unemployment Rate Drops
State Labor Commissioner
Mark Butler said that
Georgia’s seasonally adjusted
unemployment rate declined
to 10.0 percent in March,
down two-tenths of a percent
age point, from a revised 10.2
percent in February. The
state’s jobless rate was also
10.2 percent in March 2010.
“The drop in the unemploy
ment rate is encouraging, but
I’m more pleased that we’ve
now had two consecutive
months of job growth, cou
pled with fewer layoffs,” said
Butler. There were 3,812,700
payroll jobs in March, up
15,600, or four-tenths of a per
centage point, from 3,797,100
in February. Sixty percent of
the new jobs were added in
leisure and hospitality, includ
ing 7,000 at eating and drink
ing establishments. Jobs were
also added in manufacturing,
the wholesale of electronic
equipment, the design of com
puter systems, transportation
and warehousing, educational
services, and administrative
and support services. Also,
there was an increase of
11,500, or three-tenths of a
percentage point, from
3,801,200 in March 2010.
Also, 50,331 laid-off
workers filed initial claims for
unemployment insurance (UI)
benefits in March, a decrease
of 5,245, or 9.4 percent, from
55,576 in February. There
were 261,500 long-term
unemployed Georgians in
March (those who have been
out of work for 27 weeks or
longer). This represents an
increase of 56,800, or 27.7
percent, from 204,700 in
March 2010, but a decrease of
1,700, or six-tenths of a per
centage point, from 263,200
in February. The last time
long-term unemployment
declined over the month was
in August 2010. The long
term unemployed account for
a record-high 55.7 percent of
the 469,103 jobless workers in
Georgia.
March marked the 42nd
consecutive month Georgia
has exceeded the national
unemployment rate, which is
currently 8.8 percent.

City Seeks Proposals for 2012
Cultural Services
The City of Savannah’s
Cultural Affairs Commission
has issued a “Call for
Proposals” for the 2012
Contracts for Cultural Services
Initiative. The deadline for
applications, whether post
marked or hand-delivered, will
be Saturday, July 9, 2011 at 5
p.m.
In 2011, $664,200 was
allocated to 14 recipients for
cultural programming within
the City. In 2012, funding will
be available in three cate
gories: Cultural Education and
Access; Festivals; and Cultural
Tourism. Each category has
specific funding criteria.
To be eligible for consid
eration, an organization must
have a non-profit 501(c) 3 sta
tus and be headquartered with
in City limits.
Proposed programs must
take place within City limits
during the 2012 calendar year.
Submitted proposals will be
reviewed by the Cultural
Affairs Commission, whose
recommendations will be sent
to the City Manager. The City
Manager submits those recom
mendations to Mayor and
Council for final funding
approval.
Free workshops will be
held to explain the 2012
Contracts for Cultural Services
process. Workshops will be
held at the Department of
Cultural Affairs’ office, located
at 9 W. Henry St., on the fol
lowing dates:
Festivals: May 10 at 3
pm; May 16 at 5:30 pm; June 9
at 9:30 am
Cultural Education &
Access: May 10 at 12 noon;
May 16 at 3 pm; June 2 at 5:30
pm; June 3 at 9:30 am
Proposal Review: June
6- 10, 1pm-5 pm
The workshops are open
to the public. Registration is
required. Workshop dates and
times are subject to change.

rule, Easter occurs between
March 22 and the last week
in April, every year.
Maundy Thursday serv
ices are usually the last time
Holy Communion is
observed before Easter.
Some churches include both
foot-washing and
Communion, thereby imitat
ing Christ’s practice in the
gospel (John 13:1-11).
Maundy Thursday services
include lighting and extin
guishing candles. By the end
of services, the Church is
stripped of all vestments.
Parishioners sit in darkness,
meditating on Christ’s death
before leaving the sanctuary
in silence.
Good Friday may be a
day of fasting for some
believers who want to be in
solidarity with Christ, his
agony and suffering.
Sometimes, there is a noon
day service, but
Communion is usually not
taken on this day.
The Church may
remain “naked”, “stripped”,
or dressed in liturgical Black
from Maundy Thursday until
Sunday morning before
dawn. Crosses may be
wreathed in a symbolic
“crown of thorns” on Good
Friday.
Holy Saturday is usual
ly a day of rest and enjoying
family activities. There may
be Easter egg hunts, and
lengthy food preparations for
the following day. On Holy
Saturday, the call to con
science witness may mean a
half day fast or fasting from
morning to evening. The
next day is a day of Holy
Obligation. Christians are
expected to go to church on
Easter Sunday.
Easter and Eastertide
commemorate the
Resurrection of Jesus Christ
and the six weeks (40 days)
following Easter. Eastertide
lasts until Ascension Day
(which falls on a Thursday)
an observance of Christ’s
bodily ascent into heaven
after appearing to disciples.
Ascension Day is usually
observed on the first Sunday
following Ascension
Thursday.
God is teaching us
through the heavenly bodies
that the Sun and Moon are
not opposites, but comple
ments to each other. Our
neighbors are not our true
adversaries (I Pt.5:8; Job 1:6;
9-11); they are complements
to Christian witness
(Eph.6:12) concerning spiri
tual warfare and the expecta
tion of an Easter victory.
In all of our church
going, fasting , and praying,
let us strive for the harmony
so wondrously exemplified
in the heavens.
