They encourage
everyone to go through the
enrollment process even
if they make less than ap
proximately SI 1,900/year
and don’t qualify for ACA
tax subsidies. Adult Med
icaid was NOT expanded in
Georgia so those who fall
into the “Medicaid Gap”
will be able to apply for the
paperwork needed to file
with their tax return show
ing they are not required to
have health coverage and
not liable to pay the S695
tax penalty for a single
adult. Also, the Chatham
County Safety Net Planning
Council will offer infor
mation on health providers
who serve uninsured adults
in Chatham County or visit
chathamsafetynet.org.

guardians for children ages
0-19 for PeachCare for Kids
and Right from the Start
Medicaid and other public
benefits. If you are unable
to attend the event, you may
call them directly at 912-

be provided by teams from
Curtis V. Cooper Primary
Health, 912-527-1000, and
J.C. Lewis Primary Prima
ry Health, 912-721-6726.
There will be community
Navigators to help enroll
adults ages 19-64 and to
provide hardship waivers for
those who qualify. If you are
unable to come to the event,
both centers also offer en
rollment assistance Mon-
day-Saturday. Call to make
an appointment. Deadline
for February 1st health cov
erage is January 15th and
ACA enrollment deadline
January 31st.
They ask everyone
to bring a government-is
sued ID and proof of in
come. Assistance is on a first
come, first served basis. This
event is tree and open to the
public.
2nd Annual Savannah GIF Festival

to announce their second
international search for the
world’s top GIFs and GIF
artists. Following last year’s
smashing success of over
960 GIF animations from
over 150 countries screened
at a maximum capacity
show, this year’s GIF Festi
val is expected to be bigger,
better, and giffier than ever.
The GIF Festival
will feature a special inau
gural screening for the sec
ond year in a row at the Tel
fair Museums Jepson Center
for the Arts on January 28th
during PULSE: Arts and
Technology Festival. The
GIF Festival will be one of
the featured events at this
years festival. More infor
mation on PULSE can be

The 2nd Annual
Savannah GIF Festival will
feature multiple categories
as well as live music to ac
company the silent anima
tions during the inaugural
screening. During the first
GIF Festival in January of
2015, Savannah musicians
Sunglow, Garret Kemp,
and Claris Glass, played live
electronic sets. A video fea
turing music by Sunglow
can be found at giffest.xyz.
The musical artists for next
year’s screening will be an
nounced at the start of the
year.
Artists interested
in having their animations
featured in the upcoming
festival can find our sub
mission page at giffest.xyz.
Submissions are completely
tree and there is no limit to
the number of animations
that can be submitted. Also
on our website is a video
preview of last years festi
val. The deadline to submit
is January 20, 2016 at 6pm.
GIF, or Graphics
Interchange Fonnat, is the
filename for the small ani
mations that have taken over
the internet as the go-to fi-
letype for cat memes, small
video clips, trippy anima
tions and more. Developed
by Steve Wilhite in 1987
while working at CompuS
erve, a GIF is a bitmap im
age that supports a palette
of 256 different colors and
multiple frames. Their small
size and flexibility have kept
them popular with internet
artists for over 30 years.
When asked by the New
York Times how to cor
rectly pronounce the world
GIF, Wilhite responded that
it was ‘jiff’ like the peanut
butter, and not ‘gif’, how
ever the debate still rages on
today.

Work has begun on
major streetscape improve
ments to Waters Avenue,
which will include brick
paver sidewalks, stamped
concrete crosswalks, ADA
compliance ramps, land
scaping, and lighting. The
multi-million dollar street
scape plan for Waters Av
enue extends from Victory
Drive to Wheaton Street,
with the goal of beautify
ing and enhancing the area
while also increasing public
safety and accessibility. The
streetscape plan is part of an
overall revitalization effort
within this major corridor
to support neighborhood
vitality and spur economic
development.
The intersection
of Waters Ave. and 37th St.
will be closed today until
Wednesday, January 20, for
the installation of new cross
walks. Residents can expect
intermittent closures along
Waters Avenue through the
end of May as the project
progresses. To receive time
