President Clinton favors
a tax cut in the range of
$250-S3OO billion, and has
said he will veto any
amount over that. He said
he will not strike middle
ground between his figure
and the $792 billion.
Assuming there is a veto,
Clinton and Congress are
likely to forge a bill which
would include a smaller tax
cut and provide more fund
ing for domestic programs
which face cutbacks under
current spending plans.

against tax cuts and has
long opposed capital gains
taxes. But Greenspan
expressed concern that

projecting future surplus

As memory serves, I was

would make it 1956. Anoth

larger tax cut need to face
the reality that they cannot
muster enough votes to
override a White House
veto. Ideally, it would seem
a compromise between the
$792 billion Republican
toal and Clinton’s proposed
300 billion would be the
proper approach.
However, Clinton says he
will not budge off the S3OO
billion, so if that happens,
the compromise will be
where the tax cuts are
made, up to the S3OO billion.
Like if or not. the Presi
dent holds the ace in the
hole on this one with his
veto.
