Houston County Sheriffs Office has

an April 6 burglary.
James Douglas Adkins, 18, and
Christina Airelle Mulkey, 17, were
arrested without incident Friday
near Shirley Hills Baptist Church
according to Cpl. James Williams,

four counts of burglary without bond.
Mulkey was released on $6,000 bond on
her four counts of party to the crime of

Warrants were issued for Adkins,

Williams said stolen property that was

Perry Parkway to
be limited access
By MIKE GEORGE
HHJ Staff Writer
Perry’s city leaders are hammering out a plan that
would stop many businesses and landowners from cut
ting driveways off of Perry Parkway.
Faced with the eventual development of the corridor,
the Perry City Council introduced an ordinance April 18
to amend the Perry Land Development Ordinance, the
city’s zoning rules, with a plan that limits access to the
parkway.
Under the new rules, which were backed by a vote of
the Perry Planning Commission Monday, new driveways
can only be cut at median crossovers. Other nearby prop
erties will have to access the parkway through parallel
frontage roads, or through neighboring parking lots.
Commissioner Jim Mehserle voted against the amend
ment, arguing that the changes will interfere with
individual property rights. Perry Building Official Steve
Howard said that the city might face litigation over
the changes, but cited several examples of how similar
restrictions have been enforced before. Although the deal
eventually fell through, Howard said that the city had
asked Home Depot to add access to the parking lot of the
nearby Wal-Mart Supercenter in their plans to build a
new store along St. Patricks Drive.
Howard said the Perry Parkway was originally designed
with limited access in mind, but the Georgia Department
of Transportation, which built the roadway, has changed
their standards in recent years. Perry Community
Planner Mike Beecham said that the new standards
basically allow landowners to cut driveways off of Perry
Parkway for every lot they own.
The Perry City Council has been discussing the issue
since early this year, Howard said. The council has also
handed down a 90-day moratorium on cutting new drive
ways along the parkway until the issue is resolved. The
council could make a final decision on the issue at their
next regular meeting May 2.
Massive Developments
Also Monday, Beecham revealed plans for two major sub
division projects under a state-required Development of
Regional Impact review through the Georgia Department
of Community Affairs.
