p.m. today for the historical mark
er for Governor John Houston
located in front of the Houston
County Government Building (old
courthouse) in downtown Perry.
John Houston (also spelled
Houstoun) was a member of the
Continental Congress, and an
early supporter of the quest for
independence from England. He
served as governor of Georgia
after the American Revolution.
Houston County is named in his
honor.
Hosting the event are the
Georgia Historical Society and
the National Society of the
Colonial Dames of America. A
reception will follow the dedica
tion. The public is invited.

Players presents ‘The Foreigner’
B Perry Players will present a
comedy, “The Foreigner” by Larry
Shue, starting Friday at 8 p.m.
Additional performances will be
on Saturday at 8 p.m., Sunday
at 2:30 p.m. and May 24-27 at 8
p.m. Tickets are $lO for adults;
$5 for students, 16 and under.
Parents are advised that strong
language is used.

Houston scores high on grad test

public high schools did well
on the Georgia High School
Graduation Test. Results
have been received from
the state board of educa
tion, according to HCBOE
spokesperson Beth Burris.
The Georgia DOE requires
students to pass all five con
tent areas (writing, English/
language arts, math, social
studies and science) as a
condition of graduation.
As shown by the scores,

performed better than peers

Red cross program shows life on air hase

The Houston-Middle
Georgia chapter of the
American Red Cross is hop
ing to give young teens an
inside look at the realities
of work at Robins Air Force
Base.
The Red Cross, in con
junction with Robins Air
Force Base, is once again
offering the Volunteen
Program this summer in
www.hhjnews.com
from around the state.
In every content area,
Houston students performed
above the state average.
Of the students testing
for the first time:
m 99 percent passed the
English/language arts sec
tion,
® 97 percent passed math,
® 93 percent passed social
studies, and
m 85 percent passed science.
“In looking at the sys
tem-wide results, the num
ber of students eligible
for graduation increased,”

that the Warner Robins
chapter has been involved
with the program since the
Red Cross station on Robins
Air Force Base merged with
the office in Warner Robins
in the late 19905, although
she said similar programs
have been in place for
decades.
“We're hoping to give kids
Carpenter said.
“More students will now
have the opportunity to
graduate.
“Our board set goals to
increase the passage rate of
our students with disabili
ties and our Career Tech
students, and I am pleased
to say that both groups of
students improved.”
The biggest gain for all
students was in science, with
an eight percent increase
over last year.
The GHSGT scores are
provided for regular pro
gram students.
Students at Pearl Stephens Elementary
School took part in the Reading Is
Fundamental book distribution Tuesday

Ordinance
new city

Warner Robins has spent
$200,000 so far to come up
with a stormwater ordi
nance.
After much discussing over
the past year, the city council,
during its meeting Monday,
approved the water resources
protection or stormwater
ordinance which combines
many of the existing require
ments and guidelines already
on the books all under one
ordinance as well as creating
some new ones.
All local governments
were required by state and
federal laws to have some
sort of stormwater manage
ment ordinance enacted by
December 2005. The -city
got an extension, and city
engineer Walter Gray rec
ommended the ordinance
have an effective date of July
2006.
The ordinance sets up a
utility to collect fees from all
property owners, including
the city itself, based on the
amount of stormwater run
off from the property. The
money would go toward pay
ing the cost of operating the
new utility, including addi
tional staff and complying
with the mandated guide
lines.
“It’s one of the biggest
unfunded mandates we’ve
seen in a while,” said Mayor
Donald Walker.
“Don’t get mad at us,”
Walker added about the new
fees water and sewage cus
tomers will have to pay, “you
need to get mad at your con
gressman. They're making
us do this.”
The cost to residents has
yet to be determined but, “If
you tell me it’s $4 a house,”
Walker said. “I say ‘forget
it.’”
The fee would be added on
to existing utility bills.
® In other husiness, the
city spent almost $40,000 to
replace traffic signal boxes
at Davis Drive and Russell
Parkway, the money to be
paid back by Flint Electric,
said Councilman Doug
McDowell.
Walker said, “Flint Electric
was moving high-tension,
high-power lines and broke
the line, which hit a car and
started a grass fire. The traf
fic signal box got so hot it
warped the metal cabinet
and melted everything.”
m The city is also spending
$4,200 on caboose mainte
nance. City purchasing direc
tor Mark Baker explained
the visitor’s center is fading
real bad, “it’s turning pink,”
Baker said.
