telegram did not originate with the emperor,
but that it was a well-considered
answer by the foreign ollice to an inquiry
from the ' Transvaal, and was, in
fact, a roundanout, way of refusing German
intervention in the South African
war. The took also represents the emperor
as the scapegoat of an Incompetent
bureaucracy in the crisis of June,
1905, and in recent months, and is full
of special pleading for' the "misunderstood
and misrepresented emperor."
Russia?Treason in High Circles: M.
Lopukine, former director of police in
the department of the ministry of the interior,
has ceen arrested on a charge of
high treason, in connection with the revelations
recently made at Paris, when
Azef, head of the fighting organization
of the Russian socialist revolutionary
party, was convicted of being the paid
agent of the secret police. The technical
accusation is made that Lopukine
was a member of the revolutionary or

he furnished t? Curtseff, the leading socialist
revolutionist in Paris, the information
on which Azef was denounced,
thereby handing over the government
agent to revolutionary vengeance. It is
also chargeu that Lopukine furnished
Curtseff with two highly important doctlon
of the Russian political police.
The Government's Supporters succeeded
in having the douma's investigation
of the secret police scandal postponed
for ten days, during which time a special
committee will prepare to report.
They admit that there is no hope of
stifling a scandal of such huge proportions.
It is believed that other departments
than the police" will become involved
in the exposures being made by
A. Lapukhin, former director of police.
Lapukhln is being closely guarded.

Count Komura said: "The foreign policy
of this empire should have as an object
the maintenance of peace and the
development of national resources."

TO SAVE GAS BILLS.
With a family of half-grown children,
it is often difficult to keep the gas bills
within reasonable limits. We hit unon
iae plan of sending each child to look
at the meter wnne the gas was burning.
The steady tick-tick-tick as the Indicator
