Literary Initiative - serves

or higher education. The
program uses home visits to

While the Future
Development Map for
Houston County gives
a visual picture of future
land use patterns for the
entire county, the written
Community Agenda for
Houston County deals only
with the unincorporated
areas of the county, iden
tifying “character areas”
both for development and
for preservation and con
servation.
Bonaire, Kathleen,
Clinchfield, Haynesville,
Grovania, Elko and
Henderson are part of the
“Crossroads Community
Character Area.”
Bonaire, which is
described as “nestled
near the intersection of
Highway 247 South and
Highway 96,” is defined as
a distinct residential area
with its own fire station,
schools and other facilities.
The planners suggest that
“the beauty and unique
ness of this community
may be threatened in the
future with the spread of
more intense urban devel
opment that is gradually
moving toward this area.
Recommendations include
setting standards for build
ing design, parking areas
and architectural elements
for “the new development
expected after the widening
of Highway 96 and highway
2475.” The planners would
also like to see strip com
mercial development dis
couraged along the major
highways in Bonaire.
Kathleen is defined as a
mix of residential urban
and commercial usage .with
some questions about the
future of the Oaky Woods
Wildlife Management
area. The planners sug
gest that “Kathleen has
the potential to become
delays or health issues early.

an alternative transporta
tion system.”
However, the planners
note, “Unless certain regu
latory controls are set in
place, the community of
Kathleen will be absorbed
in the abyss of urban
growth and lose its distinct
identity.”
Clinchfield is identified as
a “small hamlet” located off
Highway 341 S. with the
manufacturing plant, and
a few homes and commer
cial establishments. The
planners say that “because
of the environmental and
transportation impacts” of
the industry in Clinchfield,
it is unlikely that other uses
would be suitable.
Little change is projected
for Haynesville, which is
described as “a lovely resi
dential area with supportive
and highway development
dotting the landscape” on
Highway 3425. Planners
suggest that Haynesville
has “an opportunity to take
advantage of its position on
the Golden Isles Parkway
through the creation of
small businesses to serve
the tourist traffic heading
to the coastal beaches.”
Grovania is expected to
maintain “its importance
as a small rural residen
tial hamlet situated at
the crossroads of two
major county roads, and
Elko is considered likely
to “become a respite to
residents seeking a change
from the rapid growth
to the north, The plan-

Elko’s distinct character
and beautiful older houses
and churches, new residen
tial development “should be
strongly discouraged from
locating in this vicinity.”
The planners recommend
setting building design
and signage standards for
Henderson, along with
streetscaping and an effec
tive transition between
the “dramatic topographic
change” that gives a scenic
view of rural countryside,
and the well-defined com
mercial area at the inter
section of Highway 26 and
Highway 41.
For parks, recreation and
conservation areas, the plan
recommends greenways,
bicycle and pedestrian
trails, passive recreation,
timber harvesting, wildlife
and fisheries management,
and best management prac
tices in agricultural land
use.
