amount to charge for build
ing permits. At the per
centage they have selected,
their current building per
mit charge is $50.00 per
square foot. Therefore, a
2,000 square foot home
building permit will cost
the builder (actually the
cost is passed to the pur
chaser) SIO,OOO. One would
be lead to believe that the
fee would certainly halt res
idential growth. It hasn’t.
As of this summer, some
5,000 home sites were
awaiting development.
Residential development
has a negative tax rev
enue effect and must be
offset by industrial and
commercial development.
Unfortunately, our coun
ty’s development authority
has not been able to attract
new industry to Houston
County. As a result, we can
anticipate a future fiscal
crisis.
Again, I thank and con
gratulate the city of Perry
for doing the right thing for
its citizens. I hope that the
other cities in the county
and the county itself will
recognize the obligation
they have to their citizens
and begin using impact
fees.
Lastly, there is another
area of tax equity that this
“vocal group of advocates”
is beginning to bring to
the attention of our elect
ed leaders. As many in the
county have just recently
witnessed, their prop
erty tax bills just climbed
higher because of property
re-assessments. It is our

belief thut there should be
a freeze on local property
tax assessments until that
property is sold. Some refer
to this as a property tax
freeze and others call it
a freeze on property tax
assessments.
Regardless of the name
placed upon it, it is time to
stop what is nothing more
than a tax on unrealized
income.
The negative affect of
property re-assessments
upon those with a fixed
income cannot be over
emphasized. Further,
the “freeze” must not be
offered only to senior citi
zens but must be provided
to all property owners. It
is a matter of equity for all
our residents.
