By RAYLIGHTSER

The 21st Century
Partnership has named a

it for the next two years.
At Thursday’s quarter
ly meeting, the Executive

board. Treasurer Homer
Childs and Secretary Morgan
Law were reappointed.
The four new offi
cers are Chairman Mark
Byrd, Vice Chairman Bob
Walker, Assistant Secretary

Outgoing Chairman Eddie

Partnership’s first Chairman
Emeritus. They will assume
their new positions Jan. 1,
2007.
The current officers, along

of Eddie Wiggins Buick,

and Law, executive direc

Secretary Larry Pugh WR
ALC Executive Assistant
(retired).
Byrd, a local developer
and member of the Houston
County Development
Authority, said, “I am hon
ored and humbled to be
selected to serve as Chairman
of the Partnership. Even
more so to follow the legend
- Eddie Wiggins. I trust all
of you will join me in thank
ing Eddie.”
Byrd said he accepted the
honor “because of my first
hand knowledge of the abso

keeping Robins strong, but
to growing Robins as well.
Neither of those events hap

Middle Georgians.”
Byrd had praise for his
predecessors. “We are lucky
that the Eddie Wiggins’ and
George Israels of the world
had the vision in 1993 to put,
and keep, this most respect
ed, organization together.”
He thanked Wiggins “for
his unmatched leadership
of the partnership and his
unquestioned zeal for Robins
Air Force Base.
“I look forward to working
with you in your new role
as Chairman Emeritus.”
Byrd promised his commit
ment to the Partnership and
the base and asked the same
of the membership. “I’m
open to how we can make a
most effective organization
even better. So please, if you
have ideas, let me know.”
Wiggins thanked Middle
Georgia “for allowing me to
serve as Chairman for the
past seven years. What a
memorable and rewarding
experience. If you know me,
then you know I love Middle
Georgia and Robins Air Force
Base. So this Chairmanship
has truly been a labor of
love. And we have been able
to work so many issues:
thwarting attempts to priva
tize the ALC work, develop
ing public-private partner
ships, watching a new depot
strategy being developed and
executed, bedding down new
missions, and of course deal
ing with another BRAG.”
Wiggins explained, “I’m
not stepping down because
there is no more work to do
or lack of interest and zeal.
I’m stepping down to
make room for leadership
opportunities. I feel strongly
that other Middle Georgians
should experience first hand
the rewards associated with
such an opportunity.”
He praised his successor.
“Mark Byrd is the perfect
replacement. He’s both ener
getic and committed and is
totally respected through out
our community, Atlanta and
Washington. Please give him
your undivided support.”
Wiggins said he is hon
ored to be selected and to

first Chairman Emeritus. “I
commit my same energy to
this post as I have offered in
the past.
If there is one thing that
has been continually rein
forced with me over the last
seven years it is this: being
a defense community is a
fulltime job and trying to
support and defend Robins
without a 21st Century
Partnership would be impos
sible - trying to do so would
put our community, and
Robins at risk.”
At the meeting the
Partnership announced
$50,000 is headed to the
Middle Georgia Clean Air
Coalition from the state. The
21st Century Partnership
began working with the
Governors Military Affairs
Coordinating Committee
this summer to secure this
matching grant.
The funds will be used
to continue the coalition’s
efforts to achieve and main
tain clean air compliance for
the region.
