tax schedule that taxpayer
would be taxed $1,537. That
means that under the GREAT
plan the taxpayer has an
increased income tax liability
of SIBB.
In addition to our sample
citizen’s increased income tax
liability, he is going to pay
more sales taxes than he has
in the past. The GREAT plan
asks to add a 5.75 percent
sales tax to virtually every
thing he purchases including
food. Typically, retired and
low-income citizens don’t have
property taxes that would off
set the increased loss in state
income taxes paid. For those
living on a limited income the
proposal is too onerous to
warrant consideration.
To produce “fairness” any
tax revision must be citizen
tax liability neutral.
Elimination of the corpo
rate and individual income tax
would do much more to attract

protection from taking radi
cal action when we are in
doubt. Can we also protect
ourselves from the other
extreme, the deception of
acting with the belief that
we see “the truth” of our
situation?
I know only one way:
by holding our paradigms
loosely and inviting others to
share their ideas. Modeling
a spirit of collaboration
leads to a culture of interde
industry than ending the prop
erty tax. Generally, when a
new industry moves into a
community they receive tax
abatement. That means they
are excluded from property
taxation for extended periods
while their tax relief is trans
ferred to residential property
owners. By “transferred”, we
the existing homeowners
will see greater property tax
bills to offset the loss of com
mercial or industrial property
being abated or Taken off the

Typically, after a period of
time the enterprise that has
received the tax abatement
will begin to pay increas
ing amounts of property tax
until the tax abatement has
reached its conclusion. Then,
if the company wants to
increase or expand its plant
capacity it will usually ask
for a development authority
to issue bonds to cover the
cost and, needless to say,
ask for tax abatement of that
investment for another 10 to
20 years. So, their expansion
does not generate additional

cost of government until quite
sometime into the future. In
the meanwhile, homeowners
will continue to “pick up the
slack”.
Eliminating the property tax
serves offers greater reward
to the wealthy and holders of
large and valuable parcels of
real estate.
Under the GREAT pro
posal, revenues from income
and sales taxes would be
collected, sent to Atlanta
and then disbursed back to
county and municipal gov
ernments. Since a plurality
if not majority of Georgians
and members of the General
Assembly live in the metro
Atlanta vicinity, are we out
side the metro Atlanta vicinity
to believe we can be assured
of receiving our proper share
of tax revenue? We could
only hope that would be the
case. But, Atlanta is a decay
ing city in need of what will
probably amount to more
than $1 billion to upgrade Its
sewer and water systems.

With that, proponents of
the GREAT plan still want
to maintain an income tax.
For a moment consider
that Tennessee survives
quite well on a sales tax
of 9.25 percent without an
income tax. Tennessee also
excludes savings and retire
ment account interest from
taxation. Someone needs to
explain why Georgians should
be expected to pay nearly the
same sales tax levies as resi
dents of Tennessee and still
pay a state income tax!
