City of Perry comes in.
According to Mike Water,
Vice President of Risk
Decision Services at ISO,
Perry was published as a
class 5 in 2000. Through a
program to update commu
nity information, however,
in 2006 ISO received infor
mation indicating a signifi
cant boundary change for
Perry.
The changes have resulted
in portions of the commu
nity being more than five
road miles from a fire station
and/or 1,000 feet from a fire
hydrant. That in turn has
led ISO to update Perry’s
ISO rating to class 5/9.
Unfortunately for Perry, it
was not notified. ISO admit
ted as much via an e-mail
saying it was an “adminis
trative” error.
A 5/9 rating means that
properties located within
1,000 feet of a fire hydrant
would receive a class 5.
Properties more than 1,000
feet from a fire hydrant
receive a class 9. Properties
located more than five road
miles form a fire station
receive a Class 10.
Marj' Ellen Mulley, a resi
dent in Somerset subdivi
sion, located in the city of
Perry, is one of those strug
gling with the last. She
recently received her hom
eowners insurance and
noticed a SIOO increase per
month, because of her fire
rating. ,
“Something’s going to
have to been done,” she said.
“We need a fire station out
here. Living in the city (and)
paying both city and county
taxes, we deserve the best
possible service, not high
insurance rates for the lack
of fire protection.”
Mulley’s house is located
6.9 miles from the Perry fire
station.
Chief Potter, Director of
Public Safety said that the
fire department is growing
just as the police department
is. Training is first class
and leadership is strong, he
said.
“Myself and (Fire) Chief
(Joel) Gray have blueprint
ed the stations,” he said,

to build the fire stations that
we need.”

in two years, and want to
keep pushing forward, and
protecting the city of Perry.”
The idea of a tempo
rary station has also been
discussed, but it takes 12
months for ISO to consid
er it functioning for a rate
reduction.
Gray said the fire depart
ment has “mutual aid”
with six other departments
including Houston County
Fire, which has stations in
some of the key areas that
are more than miles from
the Perry fire station.
“Automatic aid” is another
option to have other depart
ments help out with response
to these areas that are six-10
miles from the Perry fire sta
tion. Automatic aid means
that at the same time Perry
fire is dispatched to a call,
another agency is as well.
Under “mutual aid”, Perry
fire has to call and request
another truck from the aid
ing agency.
“Automatic aid isn’t really
an option for Perry,” Gray
said, “because of the way
our 911 center is set up.
(And) we would have to use
a grid system to have auto
matic aid.”

Perry. We are just waiting on
funding to get stations and
trucks.”
As part of the 2006
SPLOST, $5.5 million was
allocated to the city of Perry.
One million of that was for
fire stations and fire trucks.
Perry has received $1.7
million of that to date,
according to Steve Engle,
director of administration
for the county.
But, said Lee Gilmore,
Perry City Manager,
SPLOST projects are based
on immediate need.
“There were pressing
water and sewer issues along
with some roadwork that
had to be done,” he said.
“That is where the priority
funding is going right now.”
Gilmore said he antici
pates a new fire station to
be built within a year to a
year and a half.
He said the city is looking
into options that are agree
able to ISO and determining
which options are sensible
for the City of Perry.
“We have to do what is
feasible for the city,” he said.
“We can’t spend $500,000
to satisfy 80 people. The
council is willing to look at
options that will benefit the
taxpayers. We don’t want to
weaken our response, but
want what is best for the
city.”

economy that would make our Founders
turn over in their graves, I think it would
be wise for us to do the following: Assess
our own values, as we live them. Do we
live within our means?
If we needed help financially, who would
we turn to? Would our family or commu
nity or private charity be our first stop?
Would we be willing to help a family
member or a neighbor make it through
a tough financial spot - or would we

If, however, we spend as if there is
no tomorrow, rest assured government
will as well. And, if we reflexively see
government as the ‘problem-solver’ of
first resort, it will oblige us by trying to
become what we want it to be - however
unsuited it may be to the task.
