Winder Police Department Incidents
Newspapers hot off the press and hot off the store shelf
The Winder Police
Department responded to
the following incidents
recently:
•theft by taking at Mys-
tico on West Athens Street,
where the store manager
reported the theft of some
newspapers that had been
left at the store by the
newspaper carrier.
•outstanding warrant at
an East Midland Avenue
residence, where a traffic
stop was conducted on the
driver of a 2011 Hyundai
Genesis.
•criminal trespass and
possession and use of
drug-related objects at a
2nd Street residence, where
a female who had been
barred from the residence
was found.
•outstanding warrant at
a Hazel Street location,
where a white male, with
a flashlight attached to his
hat, was located.
•outstanding warrant at
a Dreamland Circle res
idence, where a possible
burglary was reported. A
man stated someone was
trying to get in his house.
•driving under the influ
ence (DUI) of alcohol,
reckless driving, improp
er lane change/failure to
maintain lane and laying
drags or reckless conduct
with an automobile at a
Horton Street location,
where a two-vehicle acci
dent was reported involv
ing a 2011 BMW and a
2003 Honda Element.
•financial transaction
card fraud at an East Mid
land Avenue location,
where a woman reported
fraudulent activity on her
bank statement.
•criminal trespass at Car-
mike Theater, Exchange
Boulevard, Bethlehem,
where a man reported
someone had “keyed” his
2013 Toyota Sienna while
it was parked in the park
ing lot.
•outstanding warrant
arrest at the Walton Coun
ty Jail, Monroe, where a
female was picked up.
•damage to property at
a West Athens Street loca
tion, where a man reported
his 2017 Ford Expedition
had been rear-ended by
the driver of a 2008 Land
Rover Range Rover.
•outstanding warrant at
a Dreamland Circle resi
dence, where a female was
picked up for aggravated
assault.
•theft by taking at SBI
Signs and Graphics LLC
on East May Street, where
a man reported the theft of
a 6x12 utility trailer.
•no insurance at McDon
ald’s on North Broad
Street, where a traffic stop
was conducted on the driv
er of a 2007 Honda Accord.
•giving a false name,
address or birthdate to a
law enforcement officer
at McDonald’s on North
Broad Street, where a
domestic disturbance was
reported between a man
and woman.
•aggravated assault at
a Dreamland Circle resi
dence, where a fight involv
ing a gun was reported.
After questioning several
individuals involved in the
incident it was determined
that a knife was actually
involved.
•battery - Family Vio
lence Act (FVA) at a Sims
Road residence, where
a domestic dispute was
reported between a woman
and her girlfriend.
•no insurance at a Martin
Luther King Jr. Drive loca
tion, where a traffic stop
was initiated on the driver
of a 2005 Chrysler 300.
•possession and use of
drug-related objects and
failure to obey a traffic con
trol device at the Exxon on
North Broad Street, where
a traffic stop was initiated
on the driver of a 1998
Toyota Tacoma.
•possession of a Sched
ule II controlled substance,
possession of a Schedule
III controlled substance,
possession of marijuana
and possession of a firearm
or knife during the com
mission of or attempt to
commit certain felonies at a
Courtyard Circle residence,
a possible missing person
was reported. A woman
stated her boyfriend
informed her “if he had
a gun he would end it all
because he was depressed.”
The complainant’s boy
friend was located at a resi
dence on Mary Alice Drive.
•theft by taking - motor
vehicle at a Mary Alice
Drive residence, where a
couple reported the theft of
a 1997 Oldsmobile Cutlass
from the driveway of their
residence.
•outstanding arrest war
rant at a City Pond Road
location, where a traffic
stop was initiated on the
driver of a 2006 Ford 500.
•suspicious activity at
Akins Ford on West May
Street, where “some type of
drug” was discovered in the
parking lot.
•fraud at an Ansley Court
residence, where a woman
reported being asked for
her driver’s license num
ber, phone number and
date of birth when she was
attempting to buy an airline
ticket.
She stated she purchased
an airline ticket a few
months ago and was not
asked to provide this infor
mation.
•theft by shoplifting at 2B
Best Package on McNeal
Road, where a male report
edly took a bottle of Vodka
and exited the store without
paying.
•disorderly conduct at a
Maynard Street residence,
where a man reported his
ex-girlfriend was at his
door causing a disturbance.
•burglary at an Addison
Drive residence, where a
woman reported while her
and her husband were at
work someone broke into
their bedroom. The woman
reported two necklaces,
valued at $135, were miss
ing.
•entering an automobile
or other motor vehicle with
the intent to commit a theft
or other felony at Wind
er-Barrow High School on
North Fifth Avenue, where
a wallet was reportedly sto
len from a 2005 Hyundai.
•criminal damage to
property at Winder-Barrow
High School on North Fifth
Avenue, where a 2002 Nis
san X-terra was reportedly
damaged on the right pas
senger side while it was
parked in the student park
ing area.
•identity theft fraud when
using/possessing identify
ing information concerning
a person at a Laurel Lane
residence, where a woman
reported she provided her
Georgia driver’s license
number over the phone to
a company representative
when she was trying to find
a job. The complainant stat
ed she did some research
and determined the job and
the representative were
probably fraudulent.
•open container viola
tion, hindering the appre
hension or punishment of
a criminal and possession
of a Schedule I controlled
substance at Walmart on
Atlanta Highway NW,
where a joint operation
with the United States
Marshals Service Fugitive

where a woman reported
hearing gunshots.
Several shell casings and
a cellphone with a broken
screen were found in the
area where the complainant
reported hearing the gun
shots come from.

at an East Candler Street
location, where a man rid
ing a bicycle was located.
•possession of marijuana
at Big Don’s on West May
Street, where a traffic stop
was initiated on the driver
of a 2006 Chevrolet Cor
vette.

er location, where a female
reported her father had hit
her mother in the face.
•warrant service at a
North Jackson Street traffic
stop, where the driver of an
Infiniti SUV was stopped
for a tag violation.
•theft by taking - motor
vehicle at the Lions Club
on East Broad Street,
where a woman reported
the theft of a 2004 Dodge
Caravan. The complainant
called back later to say she
found her van at Barnette
Brothers Auto in Winder.
•theft by taking at Fam
ily Dollar on North Broad
Street, where a disturbance
was reported. The store
manager reported a male
made a purchase, left the
store, came back inside and
said he left his wallet on
the counter. The manager
said the man accused her
and an employee of taking
the wallet.
•theft by shoplifting at
Aldi on West May Street,
where a male reportedly
took two packs of ribeye
steaks, put them in his shirt
under his arms and exited
the store without paying.
•arrest warrant service,
possession of metham-
phetamine, possession and
use of drug-related objects
and crossing guard lines
of correctional facility with
weapons, intoxicants or
drugs at a North Jackson
Street location.
•lost/found property at a
Midland Avenue location,
where a woman reported
losing her wallet.

Drive residence, where
a domestic dispute was
reported.

where a female reported a
lost driver’s permit.

woman reported her credit
card information had been
compromised because she
had numerous transactions
on her credit card.
•theft by taking and
financial transaction card
fraud at Smith Heights
on Village Court, where a
woman reported the theft of
her credit card.
She stated she had dis
covered that the card had
been used at a Winder con
venience store.
•burglary and criminal
trespass at a West Midland
Avenue residence, where a
man reported the theft of
a TV from his pool house.
•financial transaction
card fraud at a Terrapin
Lane residence, where a
man reported suspicious
transactions on his check
ing account statement.
•accident with injuries
at the Big H Convenience
Store on Martin Luther
King Jr. Drive, where the
female driver of a 2002
Toyota Camry had report
edly struck the front of the
store. The female stated the
brakes malfunctioned as
she was attempting to park
in front of the front door.
•deposit account fraud at
Publix on Monroe High
way, where two fraudulent
checks were reportedly
cashed.
•forgery at a Chevron
on Browns Bridge Road in
Gainesville, where a man
reported receiving a coun
terfeit $20 bill.
•knowingly driving a
motor vehicle on a sus
pended, cancelled or
revoked registration and no
insurance at a West Ath
ens Street location, where a
traffic stop was initiated on
the driver of a 2005 Pontiac
Grand Prix.

that was on fire hit the side
of his carport.

agreement and the com
plainant tried to calm the
situation and her friend’s
sister hit her and threw her
down on the ground.

Auto on East Athens Street,
where a 1997 Dodge Ram
truck was reportedly stolen.
•possession of marijuana
and texting while driving
at Walgreens on East May
Street, where a traffic stop
was initiated on the driver
of a 2013 Honda Civic who
was reportedly swerving all
over the road and driving
recklessly.
•DUI - alcohol, driving
while driver’s license is
suspended or revoked, open
container violation, striking
a fixed object and willful
obstruction of law enforce
ment officers at Valero on
Monroe Highway, where
an accident in the parking
lot was reported.
•arrest warrant served at
an East Wright Street res
idence.
•criminal damage to
property at a Capitol Ave
nue residence, where a
domestic dispute was
reported.
•tag light required, open
container violation and
DUI - alcohol at Publix on
Monroe Highway, where a
traffic stop was conducted
on the driver of a 1995 Ford
Ranger truck.

Candler Street residence,
where a man reported his
girlfriend took his credit
card and made a fraudulent
transaction in the amount
of $114.

drug-related objects at
Jet Mart on South Broad
Street, where a traffic stop
was conducted on the driv
er of a 1995 Pontiac Grand

Water and Sanitary Sewer Improvements
For the Park 53 Industrial and Technology Complex
for the
Winder-Barrow Industrial Building Authority
Sealed bids will be received by the Winder-Bairow Industrial Building Authority (OWNER), for furnishing all materials,
labor, tools, equipment, and any other miscellaneous items necessary for the construction of the Water and Sanitary Sewer
Improvements for the Park 53 Industrial and Technology Complex in Barrow County, Georgia.
Bids will be received at the front conference room of the Bairow County Historic Courthouse, 30 N. Broad Street, Winder,
Georgia until 2:00 p.m. on October 11,2016. Any bid received after said time and date of bid opening will not be considered
by OWNER. Bids will be publicly opened and read aloud at this time and location. All bids will be evaluated by OWNER
and the project will be awarded, if it is awarded, within sixty (60) days of the bid opening. If a bidder is not selected within
sixty (60) days of the bid opening, any bidder that is determined by the OWNER to be unlikely of being selected for contract
award shall be released from their bid.
The Project consists of, but is not limited to the following major elements:
The installation of approximately 2,190 L.F. of 12-inch waterline, 90 L.F. of jack and bore, (4)
each fire hydrants, (3) each 12-inch gate valves, and related appurtenances. The installation of
1,600 L.F. of 8-inch PVC gravity sewer, 80 L.F. of jack and bore, (7) each manholes, and related
appurtenances.
Copies of Contract Documents, Specifications, and Construction Drawings may be obtained at the office of Engineering
Management, Inc., 303 Swanson Drive, Lawrenceville, Georgia 30043, upon payment of a non-refundable cost of $ 150.00.
Checks shall be made payable Engineering Management, Inc.

The County has acquired all necessary State and Federal peimits in connection with this project. The County has acquired
all easements required for the project except for one. This easement is expected to be finalized within thirty (30) days.
