Message to the citizens
of Carroll County
from State Senator Mike Dugan
For many of
us, life has
drastically
changed since
the outbreak of
the novel
coronavirus
(COVID-19).
Our regular
routines of
going to work
or school, Dugan
going out to eat with family, and
physically attending worship services
have been postponed for the immediate
future. Perhaps most unsettling, however,
is not knowing exactly when life will
return to normal.
While these may be uncertain times, we
have significant hope for the days ahead.

As Sheriff
of Carroll
County, it is
my job to
make sure our
citizens are
taken care of
and protected
daily. There
are always new
challenges and Langley
hurdles, but we train, we prepare, and we
conquer. COVID-19 has provided us with
a challenge no one saw coming and we
are learning how to cope and continue to
provide our services to the community
with every passing day, as we want to be

A good sign: empty patient tents outside of hospital emergency entrance
Four white patient overflow tents stand empty the week of April 8th outside of
Tanner’s emergency entrance, Carrollton. The tents were erected in anticipation of
more COVID-19 patients than the hospital could handle inside. Despite a recent
“failing grade” from an online media source, it appears that Carroll County citizens
have been effectively social distancing. At press time, the county has had a total of
310 positive cases, with a population estimate of 117,000. Photo by Sue Horn
