Kemp announced Georgia again secured the highest rat ings of AAA with a stable outlook from each of the three main credit rating agencies. Of the states that issue general obligation bonds, only nine currently meet this standard. Georgia’s upcoming general obligation bond sale will fund over $1.1 billion in capital projects. The board and chair then voted on numerous amend ments to both the current budget and the proposed budget to fill the $4.5M increase. The finance director then informed then that after those budget adjustments, there would still be approximately $831,000 remain ing. She suggested to the board and chair to consider giving employees bonuses with that remaining bal ance. For a finance director to publicly offer to an elected board how to spend taxpayer monies was, if noth ing else, unusual. The question begged as to whether she had been prompted to do so, and by who, to act outside of the normal job respon sibility boundaries.
