Discrimination Here?
By FAT ROGERS
R & B Sports Editor
A rumor has been spread
more than once around the
Red and Black office to the
effect that Georgia s athletic
department discriminates
against Negroes in its recruit
ing program. Student mem
bers or the SDS I Students for
a Democratic Society 1 were
the perpetrators of this ru
mor. which was not diffused
very thoroughly beyond this
newspaper office.
On October 12 (a football
Saturday!, yet another stu
dent organization presented a
message of similar content
that reached thousands of
people. The Black Students
Union displayed a banner
condemning Georgia's inte
gration policies in Sanford
Stadium. Though it did not
up long, the banner was
viewed by all in the stadium
and by thousands more watch
ing the game via a regional
television hook-up.
Racial matters can be a
touchy subject, especially in
an institution with an over
whelming majority of white
students But the question
proposed, though born of mili
tant askers, was legitimate. It
needed answering.
Is Georgia discriminating
against the Negro by having
none of his race on athletic
scholarship? Answers to a few
questions should enable the
reader to make up his own
mind about the situation.
EAVES HAS THE
ANSWERS
Athletic director Joel
Eaves is the man with the
answers. Asked how Negro
athletes fit into Georgia's
recruiting plans. Eaves said:
“We have been considering
about 25 Negroes in our 1969
recruiting program Of these,
seven were or will be offered
scholarships Since May of
1967 we have increased the
scope of our recruitng pro
grams in the predominantly
Negro schools."
Why, then, are none cur
rently on scholarship? “Any
athlete we accept must meet
academic requirements, as
well as having athletic ability
and good character." said
Eaves. "The Southeastern
Conference requires all ath
letes in the member schools
to have a 760 total on the SAT
exam and a B average or bet
ter in high school. To date,
most of the Negro boys under
consideration by us have
(ailed to meet the SAT and/or
re-
the high school average
quirements Those that were
scholastically eligible chose
to accept scholarships with
schools in the North ''
The last sentence in the
preceding quote seems to
strike a vital note Negro ath
letes who have the athletic
prowess and the brainpower
usually prefer to leave the
South. Few want to be pi
oneers in a supposedly prej
udiced" sector of the country
TWO GO OFF
SCHOLARSHIP IJST
For the record. Georgia
has had two Negroes on ath
letic scholarship recently.
One got into academic diffi
culty The other decided to
withdraw from athletic com
petition. No racial overtones
were evident in his decision to
quit
SEX? academic require
ments are stiffer than several
other major conferences, but
this factor affects all ath
letes. regardless of race.
In summation, a reasona
ble verdict can be reached
Negroes have not been ac
cepted on scholarship at
Georgia en masse because
few can quality. White or
black, athletes must qualify
athletically and academical
ly. That's fact, not rumor.

FROM NCAA NEWS
The National Collegiate
Athletic Association often has
to interpret bylaws of the
NCAA Constitution Situa
tions sometimes arise that
require the aid of these by
laws.
Two such situations, and
the answers to the questions
that arise, are as follows.
Situation: A junior college
football player does not par
ticipate in his chosen sport
during his first year at the
junior college. He remains at
the college for two additional
years and competes in foot
ball both years.
Question: Upon transfer to
an NCAA member institution,
how many seasons of eligibili
ty (for postseason football)
are available to him?
Answer: One. (NCAA By
law 4-1-e).
Situation: A civic group
wishes to honor a student-ath
lete of an NCAA member in
stitution by providing him
with a trip to a postseason
football game or paying his
expensex to attend a summer
camp.
Question: Is such a proce
dure permissable under
NCAA legislation?
rain or shine, to do battle
against one another?
The Rugby Football Union
describes the game as fol
lows: in many ways, rugby
is the most elemental game of
all. Each side attempts to
ground the hall beyond their
opponents goal line Their
opponents attempt to stop
them by tackling the man who
has the ball. Nothing could be
simpler: no pussyfooting
about, as in soccer, no World-
War-1 II plus-con imittee-organ-
ization, as in American foot
ball. no bludgeoning your way
to victory, as in field hockey,
lacrosse, or hurling Kugbv is
a simple, man-to-man contest
for a blown-up pigskin
"Rugby is a handling
game. Each side has 15 play
ers: eight forwards and seven
backs. The forwards deliver
the ball to the backs, who
advance with speed and cun
ning. passing it from one to
another, or not. as the passion
takes them
Thus they try to cross
their opponent's goal line and
ground the ball This (worth 3
points) is a try’, because they
then try a kick at goal (2 more
points). This kick is taken
anywhere on a line perpendi
cular to the place of score.
Play is continuous until
someone scores, breaks a
law. or propels the bail into
touch (which of course means
out of bounds). Any player
may run with the bali. pass it.
or kick it. It is illegal to pass
it forward; fumble so that it
bounches forward; lie on it;
throw it into touch; or hold on
to it after a tackle There is
also a law against offside
play.
Minor infractions result in
a scrum; blunders bring the
other side a penalty kick
Armour, or padding, is pro
hibited. If a player is injured,
his side plays without him. for
there is no substitution.
Blinking, tripping and ob
structing are barred; only the
ball carrier may be tackled. "
