1100.000 GRANTED
Business center expanding
By GARY FOUTS
The University's Small
Business Development Center
(SBDC) has been granted
$100,000 by the Federal govern
ment for the establishment of
an office for minoritv enter
prises
Now pending at the state
level, this grant would be an
annual provision in the state
budget, according to Adolf
Sanders, assistant to the
director of the SBDC.
In addition, the SBDC
submitted an application with
in the last few weeks to a
private funding organization
for a $730,000 grant to
construct a building to house
the center
The application is still being
processed, Sanders said.
The SBDC has been in
operation since April, 1977 and
has since handled 300 counsel
ing cases and 50 different
continuing education courses
for owners of small businesses.
Acting as an extension
service to businessmen, the
SBDC offers free counseling
services to small enterprises
all across the state.
In previous reports, Dean
William Flewelien of the
business school said the
center’s primary goal is to
‘ decrease the failure rate, or
more positively to increase the
success rate of small busi
nesses.”
The same thing will be done
in business that has been done
in agriculture for years, in that
partnerships will be created
between the state and federal
governments and between the
University and the business
community. Flewelien said
Georgia Governor George
Busbee has been instrumental
in the establishment of a
minority enterprise program.
Turn out low at workshop
By SKIP lit'LETT
Assistant campus editor
What if they gave a
consumer interest conference
and nobody came’’
That was the case this past
weekend as Gregg Jocoy,
Student Government Associa
tion <SGA> minister for con
sumer affairs at the Univer
sity. found himself surrounded
by empty seats at the
orientation for the first state
wide Student Consumer Affairs
Workshop Jan 20 at Macon
Junior College.
The workshop was sponosred
by the University and the
Macon Junior College SGAs
Jocoy cancelled the work
shop early Saturday morning
after only five people had
showed up for the orientation
Friday afternoon. The pro
gram had been intended to last
until Sunday afternoon
Jocoy said he was “very
embarrassed for the people
who came,’’ especially those
guest speakers who could not
be reached for notification of
the cancellation and drove
from Atlanta to speak to a
non-existent audience.
“I mailed out letters to each
of the schools in the University
system, as well as private
colleges and schools from
North Carolina. South Caro
lina, Alabama. Florida and
Tennessee. Out of those
schools, about 12 responded
•yes’ and around six others
said they might, and all the
others failed to respond."
Jocoy said.
Jocoy said he had been
working on the workshop idea
for several months and the
program listed several speak
ers knowledgeable in the field
of consumer protection
“The program was intact.
All of the scheduled speakers
were able to attend except for
Dr Tim Ryles of the Gover
nor’s Office of Consumer
Affairs who was snowed in at
Washingon D C.,” Jocoy said.
Among speakers included
were State Senator Ed Johnson
of the 34th District, Carl
Sanford of Common Cause,
Edward Smith of the Better
Business Bureau. J. Jacob
Wind of the People’s Food
Co-op. Jim Crutten of the
Public Service Commission,
and Steve Johnson, also from
the Governor’s Office of
Consumer Affairs.
The purpose of the three-day
workshop, Jocoy said, was to
provide practical information
to student representatives con
cerning consumer protection
and to provide a forum for
discussion on the issue.
Steve Johnson, one of the
speakers who arrived Saturday
morning, said the disinterest
shown by those who failed to
show up was nothing new to
him. He said he could
remember several such efforts
(at stirring consumer interest)
where he had outnumbered his
audience.
Reflecting, Jocoy said. “I
think if I were to do it again, I
would (not contact the SGAs
but instead) contact the
student newspapers and the
business fraternities. However,
I don’t think I'll be doing this
again anytime soon.”
"The Governor has a keen
concern for minorities." said
Larry Bramblett. director of
the SBDC
Busbee got interested last
spring and talked to the SBDC
about the need to open a
minority business assistance
program. Bramblett said
The SBDC has already
received $80,000 from the
Small Business Administration
(SBA> for the minority pro
gram In his portion of the
state budget, Busbee has
requested $43,000 for the
establishment of the program.
This money would be available
April 1.
In addition, Busbee has
asked the legislature to budget
a $100,000 annual provision for
the minority program If
granted, this money would be
available at the beginning of
the next fiscal year, July 1,
Bramblett said
Minority legislators had de
bated over the location of the
office but finally decided on
the University, he said
According to Assistant
Director Sanders, the SBDC is
now advertising for someone to
head up the minority program
Minority businessmen al
ready assisted by the SBDC
have given the center favora
ble evaluations of its work
"I could have (set up his own
business) but it would have
taken longer and more money
to set it up all alone. ' Ctrl
Anderson of South Dekalb
Liquors in Atlanta said
The SBDC saved him money
and time by helping him set up
a package for the bank to
approve a loan. Anderson said.
Due to the lack of space on
North campus, the center
would probably be relocated
somewhere on South campus,
with $730,000 applied for from
a private funding organization.
Sanders said.
The application is still in the
early stages, he added
Governance update -
By K AREN SOI.Ilf IM
Writing of the updated version of the
Student Government Association iSGA)
constitution has begun after 200 man-hours
ot background work by the Governance
Committee, a sub-committee of the Student
Senate, according to committee chairman
Glen Vey
The number of persons to sit in the
Election Commission, as well as their
responsibilities, was decided by the
Governance Committee at last Tuesday's
meeting
The commission will consist of five
students with the student body president
s**'ectinp the Election Director The
president's selection would require a
consenting vote of two-thirds by the voting
Representative Assembly.
THE GOVERNANCE Committee also
decided that the Representative Assembly
will make policy binding to the Admimstra
tive Council, though the council could
develop its own programs, not in conflict
with the assembly’s policy The Govern
ance Committee thereby decided against
having an arbitration committee between
the two bodies *

Administrative Council would also servers
