Survey: mock election misrepresentative
By USA PRITCHETT
Hfd and mark Halt Wrltar
Taxes, unemployment and
traditional Democratic
strength in Georgia were the
prime attitudes
misrepresented by last
quarter's mock election
according to two random
telephone surveys conducted
by the University's Survey
Research Center
Economic issues, along
with the strong Democratic
Party identity in the state,
were (actors responsible for
putting Joe Frank Harris in
the governor's office, said
Bruce Campbell, director of
the center and associate
professor of political
science
Harris, with his campaign
of no new taxes,
unquestionably earned the
vote of liaise who voiced the
most concern over taxes and
employment, Campbell said
The first of the two sur
veys, conducted two months
prior to the primary, at
tempted to analyze the
voters' perception of the
candidates as either liberal,
moderate or conservative,
he said. The liberals,
moderates and con
servatives randomly
questioned reported no
appreciable differences
between the candidates'
ratings with only one ex
ception — Jack Watson who
was generally viewed as a
liberal
"This seems to indicate
that there is no dif
ferentiation in the can
didates' ideology," Camp
bell said.
The survey taken in Oc
tober questioned 1,008
people, more than 71 percent
of which were registered
voters Of these, 218, or 30.2
percent said they were very
interested in the guber
natorial race. Sixty-nine
percent supported Harris,
while Bell carried 30.1
percent of the vole.
Of the voters questioned,
74 percent were more con
cerned with issues than the
candidates' personalities, he
said Employment was the
issue cited most often by
respondants, followed by
taxes and education, the
general state of the economy
and crime. CamDbell said.
In the campus mock
election, held one week
before the general election
by the Demosthenian
Literary Society, Bob Bell
was the winning candidate
with 71 percent of the vote:
Harris trailed with only 28
percent of the vote.
The mock election
"doesn’t mean a heck of a
lot,” Campbell said. “The
students don't represent
anybody or if they do, we
don’t know who they are.”
Campbell said the students
represented a self-selected
sampling which tends to be
more independent in voting.
In informal class surveys,
Campbell found there was a
high percentage of
Republican attitudes at the
University.
Campbell, however,
pointed to the strong
Democratic influence in the
rest of the state. Harris
carried the votes of those
questioned who did not
specifically cite any im
portant campaign issues, he
said. Harris also had the
support of 97 percent of the
blue-collar workers and 100
percent of the blacks in the
survey.
NURSING
From Page 1
He added that nursing
homes were in a “critical"
situation.
"We just can't operate
with inflation," he said.
"Every time you turn
around — power bills, food,
insurance, workman's
compensation —
everything goes up ”
Wharton said something
had to be done soon.
"The health-care con
sumers have a right to
quality health care," she
said. "And it has to come
from somewhere.”
Legislators, health-care
officials, nursing-home
operators, taxpayers and
nursing-home patients are
all asking themselves the
same question: Where will
it come from?
The most likely source is
the proposed $5 1 million
rate increase now before
the House. However, it too
is under a cloud: a charge
that it is inequitable and
discriminatory.
Tomorrow, Part 2 tahes a
look at the future of the
nursing-home reim
bursement system and the
current debate before the
Georgia General
Assembly.
