Court rules against youth
NEW YORK (AP) — The youngest lawyer in the United States has
been denied permission to take the state's bar exam because of his age
The Court of Appeals has ruled that Steve Baccus, 17, cannot take
Wednesday’s examination because he is nit yet 21
'I think it’s crazy," Baccus’ mother. Florence Baccus. said. "It’s ir
rational. Here’s a young man who has a license to practice law in the
state of Florida and he is not even allowed to take the bar exam in New
York He wants to practice here but the courts are not letting him
pursue his chosen profession Pure and simple, it's discrimination "
Eileen West, who represents Baccus. said an appeal based on age
discrimination would be filed

McGill Lecture: Knight-Ridder executive
speaks on newspapers’ defense of libert;
By David Winfrey
Krd and Black Staff Writer
Newspapers play a unique role in
helping to ensure the blessings of
liberty protected by the U S. Consti
tution. Alvah Chapman, chairman
and chief executive officer of
Knight-Riddel - . Inc , said Thursday.
Chapman, speaking before mem
bers of the Georgia Press Institute
at the University’s Georgia Center
for Continuing Education, said it
often takes more courage to battle
injustice on a local level than it does
to uncover major scandals
"The blessings of liberty do not
always deal with important histor
ical events such as segregation." he
said. "Americans can lose their lib
erty when even one small-bore poli
tician assumes dictatorial power
,over Americans."
Chapman was the Ralph McGill
‘Lecturer for the opening of the
Georgia Press Institute attended by
representatives of most Georgia
newspapers.

‘The blessings of liberty do not always deal
with important historical events such as
segregation. Americans can lose their
liberty when even one small-bore politician
assumes dictatorial power over
Americans. ’
•—Alvah Chapman, McGill lecturer
'rector for the University’s School of
Journalism, said Ralph McGill
spoke out against racial injustice in
fhe South while he was a former ed
itor for The Atlanta Journal-Consti
tution
"He was really and truly the o/ie
who brought integration to the
South." he said. "The editorials that
he wrote were very controversial
back in those days. There’d been a
lot of lip service to integration, but
he was just for the equal liberties of
all the American public."
Chapman said McGill's stand on
equality was an inspiration for him.
"I took courage when I read
Ralph McGill’s editorials and his
columns in The Atlanta Constitution
because he really did intend to
bring the blessings of liberty to all
Georgians and to all Southerners in
cluding blacks." he said. "Certainly
we can see that many Americans
are today enjoying the blessings of
liberty because the constitution!
words were given life and meaniij
through Ralph McGill and the
lanta Constitution under his Iea4
ership."
But not all Americans are free t
enjoy such liberties, he said.
"Sadly, even today, the constitij
tionally mandated blessings of lit
drty are. or have been, (put)
jeopardy by a coterie of small-borJ
political leaders. Ku Kluxers and
uncompromising Americans of botM
conservative and liberal per|
suasion," he said.
"It is obvious but inescapable that]
good newspapers and courageous
newspaper publishers and editorsl
like Ralph McGill, conscious of theirl
responsibilities, help to ensure that!
the blessings of liberty continue for |
all Americans." he said.
"Newspapers all over America I
play a major role to be sure that the I
blessings of liberty are not lost to I
political dictators, to the Ku Klux I
Klan. to segregationists, to snlall- or |
large-town crooks and mafia
types," he said.
