‘HARMONIOUS PARTICIPATION
Socialization, Socialism
Should Not Be Confused
EDMONTON, Alta. (RNS)~
Pope Paul VI has advised the
Canadian Catholic Social Life
Conference that socialization
should not be confused with
socialism.
In a letter to the meeting
here from Amleto Cardinal Ci-
cognani, Vatican Secretary of
State, the pontiff said:
‘ 'SOCIALIZATION, when
freely and prudently actuated, is
entirely in-conformity with the
social nature of man, and is
a source of true progress in
every field, economic,
social and cultural."
moral
The papal letter added that
socialization needed the har-
ANGUCAN PRIMATE
monious particiaption of indi
viduals, groups and public au
thorities. It had to be mor
ally controlled by the free ag-
gents of social life.
"A public policy of sociali
zation that would aim at eco
nomic ends without consider
ing the legitimate righrs of
families, individuals and volun
tary groups, would tend to con
fuse it with collectivization, or
with nationalization," it added.
To this end, the letter said,
public authorities should have a
clear-cut idea of what is "the
common good.”
IN A KEYNOTE address to
the convention, Auxiliary Bis-
Cites ‘New Charity’
Between Christians
TORONTO (NC)—The head of
the Anglican Church opened
wider the door to Christian uni
ty by saying here that a "new
charity" is evident between
Rome and Canterbury.
Archbishop Arthur M. Ram
sey of Canterbury cited the sig
nificance of the Second Vatican
Council in an address at the
opening last week of the world
congress of the Anglican
Church.
HE termed it significant that
‘The Deputy’
Cancelled
NEW YORK (NC) —Variety
has reported that producer Billy
Rose has decided to forego plans
for his Broadway production
of the controversial German
play, "The Deputy."
The show business weekly
magazine gave no additional de
tails on Rose’s action to drop
the paly which is an attack
on Pope Pius XII, alleging he
was indifferent to Nazi per
secution of Jews during World
War II.
Written by Rolf Hochhuth and
first produced in Berlin, the
play has been roundly criticized
by Catholics, including the Ger
man Hierarchy, as a false pic
ture of the late Pope.
answer'to LAST
WEEK’S PUZZLE
as the time draws near for the
council’s second session (Sept.
29) "Rome and Canterbury are
speaking to one another in anew
charity without belittling their
respective concerns about
truth.”
Archbishop Ramsey said that
for the sake of unity Anglicans
must be prepared for the possi
bility that some parts of the An
glican family “may cease to be
precisely .Anglican,” and that
Anglicanism might itself dis
appear as a separate commun
ion.
ON THE question of ties with
other faiths, including Catholi
cism, the Archbishop said it was
not for the Anglican Church to
speak in "self-consciousness
or self-commendation" about
its unique position as a bridge
church.
"Today in an ecumenical age,
Christians everywhere are
ready to go to one another with
out the aid of our bridge, or per
haps any bridge, to help them,”
he said.
hop Francis A. Marrocco of
Toronto observed that sociali
zation might be the key for a
step forward in human pro
gress.
“What history will say about
its role in human progress
will also depend on whether it
is exploited for the benefit of
only some of theworld’s people,
Bishop Marrocco told delegates
to the three-day meeting.
Noting the variety of mean
ings of "socialization," the bis
hop reviewed examples such as
development of mail, hydro and
broadcasting services under
government initiative and the
trend toward large private as
sociations and institutions
"having economic, social, cul
tural, athletic, recreational,
professional and political
ends."
Bishop Marrocco said Pope
John, in his encyclical, Mater
et Magistra "urges us to judge
the social activity' around us
by what it is doing to pro
vide better health, education,
and opportunities for cultural
and spiritual things of life."
HE QUOTED from the en
cyclical, in which advanta
geous and dis--advantageous
points about socialization were
listed.
"Before Mater et Magistra,
too many in the Church were
lumping socialization with com
munism and materialistic so
cialism and therefore reject
ing it as un-Christian and evil,"
the bishop said.
One of the principles laid
down by Pope John for avert
ing socialization ’s disadvant
ages is that it be "the crea
tion of men who are free and
autonomous, " he noted.
"A sane view of the common
good must be present and op
erative," the bishop added.
Pope John also stressed the
need for safeguarding pri
vate property and for the coo
peration of citizens and govern
ments, both within states and
among nations, he said.
TAKES AWAY FREEDOM
Clerics See Fraud,
In ‘Right To Work’
WASHINGTON (NC)—A Ca
tholic priest and a Methodist
minister charged here that sup
porters of so-called "right-
to-work" laws are guilty of
fraud in saying the laws gua
rantee freedom.
Msgr. George G. Higgins,
director, Social Action De
partment, National Catholic
Welfare Conference, and Rev.
Edward F. Allen, superinten
dent, Augusta district, Maine
Methodist Churches, spoke on

THE TWO said the purpose
of "right-to-work" laws is to
take away the freedom of man
agement and labor to negotiate
a union shop agreement through
collective bargaining.
Msgr. Higgins said propagan
dists for such law s—w hich out
law closed or union shops—have
pitched their claims "on a low
ethical level."
REV. ALLEN said that the
purpose of such laws is "union-
busting," not the providing of
jobs or individual rights to
workers.
Msgr. Higgins added that he
doubts that "any of the really
important industrial relations
people in large industries" want
right-to-work laws because
they are seen as harmful to
sound labor-management re
lations based on the nationally
accepted Federal policy of col
lective bargaining.
