Agenda For New Session
Of Vatican II Announced
VATICAN CITY (NC)~The
agenda for discussion and vot
ing for the third session of the
Second Vatican Council has been
announced by the council press
office.
In a communique (issued July
17) the press office also an
nounced a number of rule chan
ges clearly designed to speed
council deliberations and pre
vent the distribution of unoffi
cial documents in or near the
council hall.
IT WAS also disclosed that
the schema on ecumenism will
consist of three chapters and
that the former chapters on re
ligious liberty and the Church’s
relations with the Jews will be
added as "declarations.”
The council's agenda has been
sent to the world's bishops in a
letter signed by Archbishop
Pericle Felici, secretary gen
eral of the council. Accompany
ing the letter was a list of ad
ditions to regulations which
were proposed by the coordi
nating commission and approv
ed by Pope Paul VI on July 2.
Sent to the bishops at the same
time were the revised texts of
the schemata on divine revela
tion, the Church, missionary
activity of the Church and on
the Church in the modern wo rid,
as well as the text of the “dec
laration on the Jews and non-
Christians which is to be add
ed to the schema on ecumeni-
menism.”

September, the bishops will take
up the considerations on sche
mata in the following order:
the Church; the pastoral duties
of bishops; the schema on ecu
menism and the two declara
tions; a discussion of the sche

Presumably, if there is more
time after this agenda has been
completed, the council Fathers
will move onto one or more of
the remaining nine schemata.
These are: on the Eastern chur-
ches, on the missions, on Re
ligious, on priests, on the lay
apostolate, on the Sacrament of
Matrimony, on priestly institu
tions (seminaries), on Catholic
schools and on the Church in the
modern world,
NOT ALL of the schemata
proposed in the agenda will
have to be discussed in their en
tirety. Most of them have al
ready been discussed during
previous sessions. On matters
already discussed, amendments
have been drawn up by the
commissions and will be sub
mitted to the bishops for their
vote to accept or reject them
without further debate.
Among the additions to the
present regulations is a new
requirement that all Fathers,
including cardinals, have to
present a written summary of
their proposed remarks at least
five days before the beginning
of debate on the various sche
mata. Previously only three
days notice for the request to
speak had been required.
ANOTHER change grants the
four cardinal moderators the
authority to gather together the
Fathers who intend to speak on
the same subject so that they
can agree to elect one or two
to speak in the name of them
all. Fathers who decide they
want to speak after the list of
speakers who have notified the
council secretariat of their in
tention five days earlier will be
allowed to take the floor only
if they speak in the name of 70
or more Fathers.
Previously the regulation*
permitted all Fathers to speak,
even if they spoke in their own
name alone, so long as they had
notified the council authorities
of their intention during the
general congregation in pro
gress.
MODERATORS have also been
given the authority to accept
requests to speak when the
discussion in a given argument
is already ended if a Father
advances the request “in the
name of at least another 70
Fathers and shows that he can
give reasons that are new and
useful for the clarity and the
deepening of the matter under
discussion.”
The last of the new changes
expressly forbids anyone, with
out the special permission of the
president requested through the
secretary general, to distribute
sheets of paper, pamphlets or
books of any kind either in the
hall or in its vicinity. The sec
retary general, Archbishop
Pericle Felici, is authorized to
carry out this rule,
DURING the second session
various persons distributed
propaganda material for or
against one schema or another
both on the steps of St. Peter**
and inside the council hall.
According to the new agenda
the first item of business will
be the schema on the Church.
Six chapters of this schema
have been discussed already
during the second session.
Therefore the assembled Fath
ers will be called ononlytovote
to accept or reject the amend
ments drawn up by the doctrinal
commission on the basis of the
speeches given on the various
chapters during the second ses
sion,
HOWEVER the text of two
additional chapters, which com
plete the schema, have not been
discussed yet. These will form
the first matters of discussions.
They are a chapter on the “es
chatological nature of our vo
cation and our union with the
Church in heaven" and the chap
ter on “the Blessed Virgin
Mary, mother of God, in the
mystery of Christ and the
Church.”
In his letter to the bishops of
the' world the secretary general,
Archbishop Pericle Felici, ad
vised them that those who will
want to speak on the two last
chapters of the schema on the
Church at the beginning of the
meetings on September 14th
should send a synopsis of their
intended speeches to the &ec-
retarlat of the council by not
later than September 9th.

NEW YORK (NC)—Catholic
schools today cannot afford to be
“merely oases in a wicked
world," a Catholic college
president said here.
Brother LukeMaurelius, F.S.
C., president of Christian
Brothers College in Memphis,
Tenn., said Catholic schools
should be “integrated elements
in the community where learn
ing must be whole—a synthesis
of the newly oriented religion
experiments and the best secu
lar scholarship."
BROTHER Luke spoke (July
21) at the 25th annual confer
ence of the Christian Brother
Educational Association, held
at Manhattan College and at
tended by nearly 150 represen
tatives of the Christian Broth
ers’ seven American provinces.
He said Catholic educators
today are asking new questions
as they consider the future of
Catholic education: "What kind
of schools schould we have?
Should we close what we have
and all go into Confraternity of
Christian Doctrine work?
Should we risk our Independence
and demand that the govern
ment give the Catholic schools
a share in the wealth?"
“NONE OF these questions
has been answered yet," Broth
er Luke said. “But the impor-

tant thing is that, as in every
other field today, we are asking
questions that we would never
have dreamed of even asking a
few years ago—and this seems
to be the common characteristic
in the intellectual scene today."
He contended that religious
and secular students themsel
ves are changing the spirit of
orders and of classrooms.
“Authority may have satisfied
us in past generations; this one
wants answers," he said.

cians—all of them in a search
for greater unity, understand
ing and progress," he said.
“Today's Christian does not
ask: What is man? He asks:
Who am I? Who is my neigh
bor? What are out duties that
arise from our interdepen
dence?"
