Scheduled For Pope, U.S. Bishops
:
March Meeting
,
*.
BY CINDY WOODEN
WASHINGTON (NC) - Pope John Paul II and at ieast 33
*, U.S. cardinals and archbishops will meet at the Vatican
March 8-11 to discuss the church in the United States.
The meeting dates were announced Jan. 5 by William
Ryan, acting secretary of public affairs for the National
< Conference of Catholic Bishops.
Archbishop John L. May of St. Louis. NCCB president,
was on retreat Jan. 5 and not available for comment. Ryan
said details of the meeting would be released later in
* January.
In a Jan. 9 statement announcing the meeting, the
Vatican said that ‘'the agenda is being worked out.''
"It is expected that the meeting will cover the topics
r regarding the challenges that the church must face today.''
said the statement issued by Vatican press spokesman Joa
quin Navarro-Valls.
Archbishop May asked bishops at last November's NCCB
general meeting to ‘‘reflect upon the potential
significance" of the gathering at the Vatican and to share
their thoughts on what might be discussed.
The U.S. delegates to the meeting will include the heads
of the 33 metropolitan Sees — the chief dioceses of ecclesial
provinces which include other dioceses, sources told Na
tional Catholic News Service.
In the United States. 31 Latin-rite archdioceses and two
Eastern-rite archdioceses are metropolitan Sees. The only
U.S. archdiocese not considered a metropolitan See is the
Archdiocese for Military Services.
A meeting to discuss U.S. church issues was first sug
gested in late 1986 by Bishop James W. Malone ot
Youngstown. Ohio, then-president of the NCCB.
The suggestion came as the church in the United States
was reacting to Vatican actions in the cases of Archbishop
Raymond G. Hunthausen of Seattle and Father Charles E.
Curran, a professor at The Catholic University of America.
Pope John Paul II announced last March that the meeting
would take place in the spring of 1989.
After the pope's announcement. Archbishop May told NC
News that the meeting would be similar to a 1986 discussion
at the Vatican with representatives of the Brazilian
bishops' conference.
At that three-day meeting, which included Brazil's five
resident cardinals and 14 regional secretariats, the
Brazilians. Vatican officials and Pope John Paul discussed
liberation theology and other issues of concern.
Vatican Aide Appeals For End To Chemical Weapons
BY JOHN Til AVIS
VATICAN CITY (NC) — A Vatican official, saying
chemical weapons cannot be morally justified, called on an
y international conference to take steps to ban their produc
tion and eliminate existing stockpiles.
The fact that countries today are using such weapons in
war represents an alarming moral regression, said Arch-
. bishop Angelo Sodano, secretary of the Council for the
Public Affairs of the Church.
Archbishop Sodano spoke Jan. 8 at a conterence on
chemical weapons in Paris, and a text of his speech was
- made available the next day at the Vatican. The meeting
was attended by representatives of 143 nations, including
the United States and the Soviet Union, the two largest pro
ducers of chemical weapons

weapons, capable of indiscriminate and massive human

destruction, is incompatible with the elementary values of
humanity and cannot in any case be justified by any ethical
argument. " Archbishop Sodano said
For that reason, he said, the Vatican supports an interna
tional convention that would ban further development and
production of chemical weapons and stipulate the destruc
tion of existing stockpiles.
The archbishop said the moral condemnation of chemical
weapons “implies no indulgence toward nuclear or radia
tion weapons. " The difference between the two. he said, is
that nuclear weapons have not been used in the last 40
years.
“On the other hand, one has witnessed — and still
witnesses — the use of chemical weapons against civilian
populations, which are entirely given over to this im
placable destructive power." he said.
“The very possibility of perpetrating such crimes should
be resolutely banned. " he said.
Archbishop Sodano did not mention specific countries in
his talk, but in recent years the Vatican newspaper has
criticized Iraq for using chemical weapons in its war with
Iran. A U N. study in 1986 verified Iraq's use of such
weapons, and in 1988 several thousand Kurds reportedly
were gassed to death by Iraqi chemical bombing.
Archbishop Sodano warned that if terrorists or other “ir
responsible powers" were to obtain chemical weapons,
they would have “a radical means of mass destruction,"
and could “exercise intolerable blackmail by threatening to
exterminate entire populations."

During the conference. Soviet Foreign Minister Eduard
Shevardnadze announced that the Soviet Union would begin
unilaterally destroying its stockpile of chemical weapons
without waiting for a treaty to eliminate such arms
American officials welcomed the announcement but said
the Soviet Union has a huge stockpile of chemical weapons,
including many believed to be obsolete.
U.S. Secretary of State George Shultz said the United
States was already destroying its older chemical weapons,
but would keep producing new ones until a treaty was de
vised or a change of course was evident.
