Dallas Jewry
Plans First Job
Counseling Service
DALLAS (JTA)— The Jewish
Welfare Federation has approved
plans to establish a vocational
and educational counseling and
guidance. service for the Dallas
Jewish Community. The Federa
tion said that the service is to be
initiated by next November and
ordered appointment of a com
mittee to. determine finances,
implementation and other de
tails of creating the service.
Approval of the new project
was based on a report by a Fed
eration study committee headed
by Mrs. Maurice B. Peiser, which
was set up in February 1963. The
decision to name the study group
was based on a number of fac
tors. These included data from
the Jewish Family Service show
ing hard-core employment prob
lems of clients which required
intensive vocational counseling.
The JFS has been receiving re
peated requests for job and ed
ucational help from young peo
ple.
The Federation began its study
by naming a committee of rep
resentatives from the Federation
board, the Social Planning Coun
cil, the JFS, the Sehepps Com
munity Center, local Jewish
leaders, and professional staff
members. A preliminary report
by this committee, headed by
David Weisblat, found that ade
quate* vocational and educational
counseling facilities did not exist
in the community.
The new service, which will be
available to persons of all ages,
will include psychological testing,
counseling with individuals and
their families, vocational guid
ance. career planning, education
al direction and job placement.

Knoxville Center,
Tennessee C. to Own
Building Jointly
KNOXVILLE, Term. (JTA) —
A proposal for joint ownership
by the Knoxville Jewish Center
and the University of Tennessee
of a building owned by a Jewish
benefactor has been approved by
the Center membership.
The building is named for the
late Max B. Arnstein, who left
bequests of $50,000 to the Uni
versity for scholarships and $25,-
000 to the Center, with the bal
ance of his estate to go to the
Center when other bequests have
been paid out.
Neither the University nor the
Center has received the bequests,
because the building is still tied
up in the estate. By joint purch
ase of the Arnstein building, the
university and the Center could
liquidate the estate and receive
revenue to be used as the bene
factor specified in his will.
If the purchase is made, the
joint owners will continue to op
erate the building as a rental
property. The building is now-
occupied completely by offices
