What Now Mr. Nixon?
Israel's leading humorist, Eph
raim Kishon, last week captured
the spirit" of the times by pre
senting an imaginary dialogue
between two worried Arabs who
are considering the results of the
American elections. Plaintively
they ask each other: Is it good
or bad for the Arabs?
There was immediate but
guarded reaction to Nixon’s elec
tion from the Arab world.
Charles Malik, an eminent Leb
anese statesman, former foreign
minister of that country and at
one time head of the UN Gen
eral Assembly, was quoted as
praising Mr. Nixon as a “man
of great moral values.” He
voiced the hope that Nixon would
“fulfill peace based on justice” in
the Middle East. Similar hopes
Arabs have. They nave /nothing
against him.” I
In Israel, too, the commenta
tors and observers are studying
all the evidence and playing the
same game: Is it goody or
bad .... ?
During the height of the cam
paign Nixon gave voice to what
has become his most widely
quoted statement on the Middle
East: “Israel must possess suf
ficient military power to deter
an attack. As long as the threat
of Arab attack remains direct and
imminent, sufficient power means
the balance must be tipped in Is
rael’s favor .... I support
a policy that would give Israel a
technological military margin to
were expressed in a message sent more than offset her hostile
to Nixon by Nasser, and in a
statement by King Hussein. A
Lebanese newspaper found some
consolation in the fact that ihe
President-elect is “less committ
ed to Zionism than Humphrey.”
The mood in Arab capitals seem
ed to be one of watchful waiting,
and an unwillingness to be com
mitted to anything which might
prejudice their chances to win
Nixon’s favor.
It was interesting to note the
quick and immediate reaction of

He added that if maintaining that
margin of superiority meant that
Israel should get Phantom Jets,
he favored supplying them.
One of Israel’s astute political
commentators, Shmuel Schnitzer,

be in a hurry to confront Nixon
with this statement on January
20, 1969, as if it were a promis
sory note, ready for collection.
Some will recall that Nixon
also said other things at various
stages of his campaigning. He
called for a strengthening of
America’s ties with the Arab
world. He advocated a complete
cessation of the arms race in the
area, that is, a halt to supply of
arms to both sides from any
source. He favored a return of
UN troops to the areas now oc
cupied by Israel, in order to
maintain peace.
Others can not forget that he
bears the heavy burden of having
been vice president during the
Eisenhower-Dulles period when
American pressure compelled Is
rael’s withdrawal from the Gaza
Strip under conditions which in
evitably led to another war ten
years later.
Obviously the President-elect
will keep his silence until after
he moves into the White House
and assumes the responsibilities
of his office.
