I was frightened but excited the day 1
stepped into Judge Arthur Kaplan???s car.
I remembered our conversation from the
day before.
???Are you sure you want to go through
with this???? he had asked me. I remember
replying with a firm ???yes??????wondering what
I was getting myself into.
But now! was committed and the time
was 3 p.m. on a Saturday when I met Kaplan
outside of his office on Peachtree. There he
was, waiting for me in his car with a white
coat over his regular clothing.
The inside of his car was filled with wires,
radios and microphones. Each one went to a
different place???the Atlanta Police
Department, the De Kalb Police
Department and Grady Hospital. (He
explained that he can even talk directly to a
physician in Grady Emergency Room via
radio.)
Why would a judge need a car equipped
like this?
Well, Judge Arthur Kaplan is a unique
person. He is a judge in the Atlanta
Municipal Court but in ALL his spare time???
that means every night and all weekend???he
is out with police rescue units trying to help
save people???s lives.
And Kaplan has saved quite a few. He is
the recipient of seven certificates of merit
given by the American Red Cross for saving
lives. He has more merit awards than
anyone in the United States and each award
is signed by the President of the United
States.
In addition, the Atlanta Police
Department has made Judge Kaplan an
honorary major and he has taught every
policeman in the department first aid. He is
part of the police rescue unit but uses his
own car and all his time is voluntary. All
police radios know him as "Rescue 10.???
So on this sunny Saturday afternoon, I
had committed myself to spend a day with
this unique man.
When I got into the car, I was given
chilling instructions.
???I want you to do whatever I say. If I tell
you to take my car and drive it to Grady
Hospital, I want you to do it. If I fell you to
run, I mean run. Don???t ask any questions,???
he said.
After hearing this, I realized that this was
serious business. I only hoped I could find
Grady Hospital in time or run feist enough.
The moment I hopped into the car we got
our first call???a stabbing on Martin Luther
King Drive.
Making sure Grady Hospital had been
notified, Kaplan turned on the flashing blue
light on the dashboard along with a pair in
the back. He also turned on his siren as we
sped down Peachtree.
???There???s been a stabbing. You better get
out your camera. There???s no telling what
we???re going to find. If anyone asks you any
questions just tell them you???re with me,??? he
said as we approached Martin Luther King
Drive.
There were already several police cars on
the scene. They all knew Kaplan was
coming and it was obvious they were
relieved when he arrived. At the center of a
large crowd a man was leaning against a car,
bleeding badly. Blood covered the ground,
his clothes, and his arm. He had been
stabbed in the armpit.
Kaplan immediately pulled bandages out
of pockets in his white coat to stop the
bleeding. Time was obviously critical as he
rapidly bandaged the bleeding man.
Suddenly someone yelled,???Hey, his
mother got stabbed too. Help his mother.???
We turned to see an elderly lady,
bleeding, but not as badly. As she fell to the
ground, Kaplan quickly administered first
aid.
An ambulance had now arrived.
I ???We need to get this man to the hospital.
That wound is really deep. They need to get
him to the hospital so the blood doesn???t go
to his lungs,??? Kaplan said in a calm voice.
And then he turned to me and said, ???Let???s
get back into the car. I want to go to Grady
Emergency Room. Have you ever been in an
emergency room? You can???t take your
camera,??? he said as we jumped back into the
car.
On the way to the hospital, Kaplan???s eyes
were on the road. ???Have you ever seen a
dead person before???? he asked. 1 replied
that I hadn???t. He said nothing else as we sped
along.
When we arrived at Grady, the injured
man was already in the emergency room.
He seemed to be holding his own as doctors
and nurses crowded around him.
???Doctor, am I going to be alright or
what???? the injured man said. ???I don???t want to
to stay in this hospital very long. I don???t want
to stay overnight. Do I have to???? -
One of the nurses snapped,???You???re lucky
you???re alive. You could easily have bled to
death.??? The man became quiet then.
After Kaplan assured himself the patient
was alright we walked back to his car.
???You know if that man had not received
first aid he would have bled to death. He was
hemorrhaging badly. If it hadn???t stopped in a
few minutes, he would have definitely died.
Under the armpit is one of the worse places
to bleed,??? Kaplan said as he started up his
car again.
Of course stabbings are not the only
things'Kaplan treats. He helps with first aid
at traffic accidents, drownings and
shootings and counsels at suicide attempts
and hostage situations.
During the past 20 years, he has trained
thousands of people in first aid techniques.
In addition to the general public, he has
trained the Atlanta and DeKalb County
Police Departments, the F.B.I., Secret
Service agents, ambulance and hospital
personnel.
In October, 1975, he was credited with
saving the life of a police officer by
controlling a hemorrhage after the officer
was stabbed with a butcher knife by a
violent and deranged person, severing the
brachial artery.
Another time in 1975, a police officer had
been shot and while under fire Kaplan risked
his own life to save the officer???s life. For this
he received a commendation from
Governor George Busbee and former
President Gerald Ford.
It has been estimated Kaplan has
administered first aid to over 12,000 people
???One night I was held at gunpoint for
about an hour until I convinced a girl to give
me her gun. I have come in contact with
other disturbed people on pills who had
violent tendencies.
???Another time I was faced with a person
who had a butcher knife in one hand and a
screwdriver in the other. We had to subdue
him with the use of a powerful fire hose. No
two cases are alike and you never know
what you???re going to be faced with next,??? he
said matter-of-factly.
What happens when someone Kaplan
treats dies?
???When you lose someone it takes a part of
you with them especially if it???s a child. But
those things happen and you just have to
accept them,??? he said.
Kaplan has been able to combine his
career as a judge with the time spent on the
streets with the police department.
???Sometimes I sentence a youthful
offender in court. Part of the sentence is to
go out on the streets with me so they can see
all the drugs, alcohol and violence. I take

them to Grady and the morgue. I show them
what can happen. Sometimes I take their
parents also. I found this has tremendous
tremendous results,??? Kaplan said.
Does Kaplan???s family worry about him?
How does his wife feel about a husband who
is gone so much of the time?
???My wife, Frances, has gotten used to it.
This is my life. She realizes there are times
when we might be somewhere enjoying
ourselves and I have to leave. My son found
the work interesting and worked on the
streets with me for four years. He is now a
doctor at Piedmont Hospital. My two
daughters don???t go for it much. Like my wife,
they are afraid and sensitive to trauma.
They don???t like to see people injured. But
they all realize this is something I want to
do,??? Kaplan said.
During my day with Judge Kaplan nothing
else came over the radio quite as serious as
the stabbing but he seemed ready for
anything. One moment we were called to
Central City Park and the next we were
looking for someone around the Piedmont
Park area.
He also took time out for an occasional
bagel or a "nap,??? which only lasted two
minutes. (Kaplan had been up til 2 a.m. the
night before working with the police
department.)
Judge Kaplan is serious about what he is
doing. Being with him for one day gives one
an insight into an unusual man.
One policeman put it well that day:
???Arthur Kaplan is a great man. I don???t know
what we???d do without him.???
But Judge Kaplan is a humble man.
???I really don???t know what you???re going to
write about,??? Kaplan said as I stepped out of
his car. ???I don???t think you have a story. What
are you looking for? I mean I???m not a hero or
anything. I???ll just leave it up to you.???
