NCJW responds to needs
of Ethiopian youth in Israel
In response to the critical needs
of Ethiopians entering Israel, as
identified by the National Council
of Jewish Women Research Insti
tute for Innovation in Education at
the Hebrew University of Jerusalem,
NCJW has authorized an immedi
ate transfer of $20,000 to the NCJW
Research Institute.
The NCJW funds will be applied
to the Research Institute’s Ethio
pian absorption project, begun in
1983. Targeting the “under 20” pop
ulation of people of Ethiopian ori
gin, the project is aimed at facili
tating the education, work force
entry and integration of Ethiopian
youngsters into Israeli society. At
present, there are many Ethiopian
children and youth in Israel with
out families who are living in resi
dential educational institutions and
who need special educational atten
tion.
The Ethiopian Absorption Pro
ject is just one of some 22 projects
conducted by the NCJW Research
Institute in Israel. Known for its
research and work in developing,
implementing and evaluating pro
grams for the education of Israel's
disadvantaged, the NCJW Research
Institute has, since its inception in
1968, become a major influence on
the education policy of the nation.

“And these are the laws (Mishpa-
tim) which you shall set before
them” said G-d to Moses. With the
expression “set before them” (rath
er than “teach them”) G-d empha
sized that Moses could not merely
teach the Torah’s laws to the peo
ple once, in cursory fashion. The
great teacher was to be devoted to
his pupils; he was to rehearse the
laws again and again until the peo
ple became thoroughly familiar with
them, as one sets a table before a
person about to eat.
The great sage Rav once came
upon Rabbi Shmuel Bar Shilas
standing in his garden. Rabbi
Shmuel was a teacher of young chil
dren. Rav took him to task for leav
ing his young students and going to
look at his garden. Rabbi Shmuel
replied that he had not seen his
garden in 13 years, and that even
now, while in the garden, his mind
was still on his pupils!
Rabbi Shmuel Bar Shilas was
one of the Amora’im—those out
standing scholars and teachers of
our people. His walking in the gar
den was for no idle purpose; it was
part of his perfect fulfillment of the
command to “Know Him (G-d)
in all your ways,” to serve The Al
mighty not merely through prayer
and study but also through one’s
eating, drinking and mundane ac
tivities (by elevating and refining
them, and devoting them to a higher
purpose). Nevertheless, there was a
complaint against Rabbi Shmuel
for “deserting” his pupils—a com
plaint which he could refute only
by showing that he was keeping his
mind on the children. And all this
even though his departure was part
of his spiritual service and even though
it only occurred once in 13 years.
The narrative of Rav and Rabbi
Shmuel Bar Shilas contains a pow
erful message about the intense de
votion to one’s students that is re
quired of all Torah teachers, be
they teachers of elementary or ad
vanced students, Roshei Yeshiva
or kindergarten teachers.
These are the kinds of teachers
we so urgently need for this genera
tion! If only we would have teachers
and rabbis like Rabbi Shmuel,
who leave their pupils only once in
13 years—and even then have the
students on their mind—rather than
those who do not have their pupils
in mind a moment before class or a
moment afterwards, whose congre
gants are out of sight and out of
mind for three months of the sum-
