annually upon the gains, profits and inoorne
of every person residing in the United
Stales, or of any citizen of the United
States residing abroad, whether derived
from any kind of property, rents, interest,
dividends, or salaries, or from any profes
sion, trade, employment or vocation carried
on in the United States or eIsewhere,or from
any other source whatever, a tax of five
per, centum on the Amount .so derived over
one thousand dollars, and a like tax -shall

This is the mooted question. May ’those
who particitcd in the rebellion now hold
office and vote? Are the disabilities provi-.
ded in the fourteenth amendment intended
as penalties, and if so, does not the Presi
dent’s pardon obliterate or remove the pen
alty? In answer to this, it is claimed by
some that notwithstanding the recently*
adopted fourteenth amendment, which pro
vides for removal of disabilities by a two-
thirds vote in Congress, the President’s
power fa complete, and that his pardon un
der the second article of the Constitution
accomplishes exactly what the Congress may
do*by a two-thirds vote; that the fourteenth
amendment docs not repeal the second arti
cle of the Consitution, bat at mest only
gives Congress concurrence power with the
Executive in tho subject matter named;

--Prcutice, of the Looisville Journal, has
the following; which our merchants anf
grocers, who complain so greatly of “dul
times,” should read and ponder attentively.

a word, we understand that the bill (which
we have not seen) takes almost identical
gronnd with the long editorial article in the
Telegraph, about a fort-night ago, in which
we expressed the opinion that combinations
of capital and credit, resulting from theso
franchises, could not lawfully be wielded
so as to obstruct public improvement, and
interfere with public convenience, anil the

South.—We have before us a letter from
one of the largest Real Estate Agencies in
the City of New York, dated December
21st, in which it is stated: “Wc think there
will be a large movement of nun and money
towards Georgia and the South generally in
a fete months.” This opinion is from men
who corns iu daily contact with the largest
capitalists of the North, aud are thus well
prepared to draw general conclusions as to
their future-intentions and movements.—
From this and other quarters we ars pleas

Georgia meets in this city, on the thirteenth
instant, it will pass resolutions declaring
that, in its former action, it w-is governed
by an unbiassed construction of the Recon
struction acts of Congress and the new Con
stitution of this State, and that it was not
its purpose tot eprive the negro of any po
litical right he had justly acquired by ei
ther; and declaring, farther, a willingness
to abide by the decision of the Supreme
Court of the State or of the United States
