We publish elsewhere a call for a meetin
at the City Hall, in this city, on Thursday
June, the 24th, for the purpose of mat
ing arrangements for an agricultural, hor
ticultural and Mechanical Fair, to be held
in Rome about the 1st of November next.
There are so many reasons why this
should be, that we deem it almost, a fore
gone conclusion, not only that the Fair will
take place, but that it trill bo an eminent
success, and of immense advantage to the
agricultural interests, especially, and to all
other interests, incidentally.
The farmers throughout the Cherokee
country cannot afford to do without the ad
vantages’such an exhibition, properly got
ten up and conducted, would afford. No
agriculturalist can now be a successful com
petitor in fortune’s race, unless he avails
himself of the best labor-saving implements
and machinery—many of which have ei
ther been lately invented, or greatly im
proved. Now, one of the most important
features of agricultural Fairs is the exhibi
tion of such things by owners, or their
agents, and they are exceedingly anxious
to do this, especially if their articles are
meritorious, for it is the best possible way
to bring them intopublio notice.
Consider, for a moment, the most im
portant implement used on the farm—the
plow. There are at this time at least
taxes.

varieties —every one claimed by its friends
to be the very best. Not one planter in a
hundred has never seen tested one-half of
these plows, much legs come to any satis
factory conclusion as to which is really the
best for him to purchase. Now, at the
proposed Fair let all the plow makers who
think they have got a good implement, en
ter it for a fair trial and comparison with
others; this to be done, not only by an un
prejudiced committee, bntin the presence
of all such enterprising planters as choose
to do so, to see and judge for themselves.
Just think what great satisfaction, and
probable profit, it would be to every plan-
ter to knoio whioh is the best reaping ma.
chine, threshing machine, horse power, eot-
ton gin, cotton press, com sheller, straw
cutter, plow, harrow and cultivator. How
is this knowledge to bo attained except by
a comparison of the different varieties, and
bow can their comparative merits be so
cheaply or easily made known as by such a
trial as a Fair contemplates. It is proposed
to have as many as possible ofsuch of these
things, as claim great excellenco, in opera-
tion at the Fair, if it should be held.
What great need there is for the im
provement of stock in this section. An
exhibition of the best horses, jacks, cattle,
hogs, sheep, goats and domestic fowls, would
bo more interesting and a thousand times
more profitable than the Menageries of the
poor, old, broken down beasts, that some
times are carried through the country for
a “show;” and a tournament, or prize rid
ing of ladies and gentlemen, would be vast
ly more worthy the admiration of the as
scmbly than the dirty circuses, that parade
the country with their ridiculous clowns
and stale jokes.
Then just think of the noble rivalry that
would be excited among the planters in
the exhibition of their various crops, and
amsng the ladies with their various arti
cles of domestic manufacture.
But it is no use to attempt an array of
the advantages of a fair. Every intelli
gent man, whether he be, planter, manu
facturer, mechanic, merchant, or a mem
ber of tho professions, knows full well that
delightful entertainment, of the kind
above alluded to, might be ’prepared, that
would redound incalculably to the promo
tion of the material interests of our section.
The only question is, will it be taken hold
of with that spirit of determination and
enterprise that is necessary to render . the
project a great success. There is no time
to be lost, and we most sincerely hope that
all who feel an interest in this important
matter, will assemble at the time and place
appointed, and take the initiatory steps to
wards putting the baU in motion.
Georgia—tho Slatter Brought Down to a
Focus—All Depends on Hoar.
The New York Tribune’s Washington
correspondent, telegraphing on the 7th,
gives this startling information :
Since the adjournment of Congress, the
President has been importnred, time and
again, by citizenss of Goorgia representing
all political parties therein to take some ac
tion which would definitly settle the pres
ent status of that State. The Senators of
the State never having been admitted to
qualify and take their seats, and her vote
for President not having been counted in
the Electoral College, it has been asserted
by manv that she is not a State in the Un
ion, bat remains an unreconstructed State,
the same as Virginia, Mississippi and Tex
as. This condition of uncertainty has led
to many embarrassments among the State
and Federal officials of Georgia, and has
led the President to submit the whole mat
ter to the Attorney General for a legal
opi-iion. If Mr. Hoar ahoqld decide that
tho State is not a State in tho Union, ac
cording t» the reconstruction laws of Con-
cress, then, it is thought, the President will
have the same power there that ho has in
Virginia, Mississippi and Tpjm, and will
recognizo Georgia as having only a Pro
visional Government.
If that is true, we might as well begin
to pack for a trip out of the Union, ior

The Supreme Court tf Georgia to-day
rendered a decision that the nigro is elli-
gible to office.
Brown and McCay for it, and Warner
diffientutg. The room was crowded with
interesting spectators.

political harague, in manuscript, declaimed
with much vigor, and garnished with suit-
able-dramatic action.

different reasons for thinking the same way,
each read an opinion. ’ :
Both were able, it must bo admitted,
but each smelled rank of political phylae!
tones. We cannot, before going to press
this afternoon, more than aRnde to the theo
ry of each.
Judge McCay gave a bakers dozen of
reasons unto him convincing. He thought
the State was without civil government be-
fore the mongrel convention that made the
present Constitution; that blacks and whites
participated in getting np the convention
and framing the Constitution, and it was
against its spirit and philosophy to ex
clude black or white from the privileges un
less expressly prohibited.
Justice Brown parried diplomatically an
specifics, and swam in a huge legal gener
ality. The 14th amendment forbids any- °' ce *
body being deprived of privilege, and as
the Code gives citizens the right to hold
office, and the Ccnstitntion makes him a
citizen, and dont forbid him to hold offiee,
he did not intend to break that 14th amend
ment and knock the negro out of his rights.
Jude Warner elaborated the simple and
unanswerable point that the negro was a
new political creature in the body politic;
that he must hold office by special enact
ment; that the Code which defined the pow
ers oi citizens was enacted before he be
caute a citizen, and therefore did not apply
to him; that he did not have the right to
hold office under the common lewj nor by
statutes since he was made a citizen, bat
that the Convention voted down the prop
osition to make him elligible to office, and
that until he was especially authorized to
hold office, he was ineUigible.
The whole court reversed some of the
minor rulings of the Court below, which we
wiU give in the morning’s 'edition.—At,

Washington, June 14.—Revenue re
ceipts over one million and a quarter.

Gen. Harney was relieved of duty against
the Indians, and ordered on the retired
list.
G- n. Beckwith is ordered to supervise
subsistance affairs ofthe 4th Military Bis-
trict, in addition to his Louisiana duties.
Biscrimioating duties against French
vessels, on merchandise imported directly
from producing oountiy, is abolished in re
ciprocity of like abolition of discrimination
by France against cargoes imported by
American vessels.
The Revenue Bureau has been author
ized to empioy .troops in North Carolina,
when necessary to carry ont the Revenue
laws.
PENNSYLVANIA.
Philadelphia, June 15.—The Knight
Templar’s procession extended one mile. —
The Grand Commandary officers and Chap
lains were mounted and wore white plumes,
gay sashes and gold hilted swords. They
made a brilliant display. Several Com-
mandaries marched in triangles and crosses
which novelty provoked great applause. It
was a great success. The booses along the
line of march were beautifully decorated.

VIRGINIA.
Richmond, June 13.—There was a du
el Saturday afternoon between Captain W.
E. Cameron, editor of the Petersburg In
dex, a con eervative paper, and Robt. W.
Hughes, contributor to the Richmond State
Journal, a.Repnblieon organ, in conse
quence of an article denouncing Hughes.
The fight took place in North Carolina, six
teen miles from the Norfolk and Petersburg
Railroad. Weapons —pistols. Cameron
was struck in the breast the first fire, the
baU striking a rib and glancing. HuJ
demanded Another firo, bat the surgeons
pronounced Cameron unable to deliver an
other shot Hughes then declared he was
satisfied, and the affair ended. Cameron’s
wound is severe, but not considered dan
gerous.
Staunton, June 14.—Jesso Edwards,
negro, who raped, and afterwards mur
dered Miss Susan Ryle, a respectable
yonng lady, was taken from jail and hang
ed. Edwgrds confessed the crime.

THE CUBAN FORGE.

The patriots have a force of rom 15,-.
000 to 20,000 men in the field, all well
armed, equipped, and provisioned. They
are confident of ultimately securing their
independence, anti are jubilant over their
recognition by Peru. They say that if the
United States would only follow suit, they

On the 3d inst. Go\. Bullock issued an
order restraining the_Fonrtli National Bank
of New York from recognizing Angier of
ficially, or honoring his orders, unless ap
proved by Bullock.
Br. Angier replies in a long letter, that
tho funds belong to tho Treasury, and can
be paid only legally; the Governor’s drafts
are illegal; that since he drew ont $55,000
for which the Assembly reproved him, he
has drawn out $20,000 more, and now
seeks to get control of tho whole thing for
his had ends.

dies.—A few days since one of the mem
bers ofthe Caban Ladies’ ReUefAssocia
tion, of New York, received from Havana
abont $20,000 worth of magnificent jewel
ry—diamonds, rubies, emeralds, &o.—the
personal contributions of patriotic ladies
i n Havana to the cause of Cnban inde
pendence. Amoag them were several tiny
sets of jewelry worn by children, which had
been contributed in aid of the patriots.
These articles are to be sold at a fair to be
iven by the ladies of the Aaiwociation, to
e held in New York some time next
month.
