In the first place let me premise, that it is int-
poi taut to all lint more especially so to IMau-
ter*. to ascertain the truth of this doctrine : it is
to them I more particularly address myself. If
it bo true that this free and happy (Jovcrnmcnt,
(as we are prone to call it.) which was estab
lished upon the principle of equal rights, mid e-
qtiul burthen*.has been made to levy taxes, en
ormous, unequal and unjust, upon one class for
the benefit of the others, and upon one section of
litis country, for the benefit of the others—ami if
it hns, during the past 20 years, under such sys
tem, caused that class and shut section thus op
pressed to support the w hole weight and burthen
of the government and its extravagant schemes
of internal improvement Miperaddcd—if it ha*
linn tint* guilty, I say, it is time, if not too late,
that that cbixs and the people of that section,
were fully aware of the (act. I.ct those who
maintain the negative, dKprove what 1 shall ad
duce to maintain the uflirnwtiri—of the truth and
soundness of that doctrine.
It will be conceded by all, that the value of
nn v article of property depends upon its exchan
geable value, i. e. upon the quantity of the no-
essarie* and comfort* of life that it may bo ex-
neces-
atul comforts bo the same.) That any
circumstance which tends to increase or diminish
that exchangeable value* will tend in the same
proportion to .increase or diminish tho value of
the thing itself— that if the cxpence* incident to
i the exchange 6c a renter % the ttrttclo will be iu

! exchangeable value, is not the cash value, it is the

your Custom House Officer demands 4 ton* of it
